Every tourist attraction that developed, built, and managed properly will increase the number of tourists as well as Original Income area. In the implementation of the Development Department of culture and tourism of Rokan Hulu has a strategy that is, complete facilities and infrastructure repair, improved sights, as well as enhancing community participation. However, the implementation of the development are still not optimally performed. How the actual implementation of the flagship attractions development strategy Hapanasan by Department of culture and tourism of Rokan Hulu, and what are the factors affecting the development of the flagship attractions Hapanasan by Department of culture and tourism of Rokan Hulu.The concept of the theory used is adaptive strategy researcher, Miles and Snow in Heene (2010) which consists of the technology, the determination of the authorities, coordination, implementation and system settings. This study uses qualitative methods penilitian with descriptive data analysis. The author uses data collection techniques interviews, observation, documentation, and library studies. With the use of Key Informants as a source of information and using the technique of triangulation as a source in the kevadilitas test data.Berdasarkan hasil penelitian, strategi pengembangan objek wisata unggulan Hapanasan oleh Dinas Kebudayaan dan Pariwisata Rokan Hulu belum terlaksana secara optimal, karena masih ada upaya yang belum terealisasi oleh Dinas Kebudayaan dan Pariwisata Rokan Hulu dalam pelaksanaan pengembangan. Faktor-faktor yang mempengaruhi dalam pelaksanaan startegi adalah minimnya dana yang dimiliki , sumber daya manusia yang belum memadai baik kualitas maupun kuantitas, serta regulasi kebijakan yang dapat menunjang pengembangan objek wisata unggulan yang belum ada.Kata Kunci : Strategi, Pengembangan, Objek Wisata
