Masalah transportasi tersebut sangat mempengaruhi keselamatan, kenyamanan dan kelancaran pengguna jalan saat berlalu lintas. Beberapa contoh masalah transportasi yang ada di Indonesia yaitu : kemacetan di kota-kota besar, angka kecelakaan yang semakin meningkat dan kerugian yang diderita negara akibat masalah transportasi tersebut. Kabupaten Buleleng sebagai salah satu Kabupaten yang memiliki tingkat keparahan akibat kecelakaan yang terus meningkat walaupun kejadian kecelakaan setiap tahunnya di tempat ini mengalami penurunan. Hal ini menarik perhatian dan minat untuk menjadikan Kabupaten Buleleng sebagai tempat praktek. Melihat dari kemajuaan transportasi dan permasalahan – permasalahan yang ada terutama yang bersangkutan dengan keselamatan transportasi jalan.
Pengumpulan data dilakukan dengan dua cara yaitu pengumpulan data sekunder dan data primer. Data sekunder ialah data yang umumnya diperoleh dari instansi terkait seperti Badan Pusat Statistik, Dinas Perhubungan, Dinas Pekerjaan Umum, Kepolisian, Dinas Kesehatan serta instansi terkait lainnya. Data primer didapat dengan mengadakan survei langsung dilapangan.
Forum LLAJ yang dilakukan di Kabupaten Buleleng belum sesuai dengan Peraturan Presiden yang seharusnya bersifat AD HOCK. Lokasi rawan kecelakaan sudah ditentukan oleh Polres Kabupaten Buleleng dengan ditemukan 5 ruas jalan rawan kecelakaan namun pendataan kecelakaan tersebut kurang lengkap sehingga untuk melakukan identifikasi lokasi rawan kecelakaan menggunakan metode perhitungan tidak bisa.
