Maksud hal disini bahwa tujuan LCC itu sendiri adalah mengidentifikasi keadaan aspek biaya suatu bangunan sekaligus memberikan pandangan Nilai Ekonomi suatu Bangunan untuk saat ini atau kedepannya, sehingga bisa diambil langkah dan kebijakan apa yang akan dilakukan kepada bangunan itu sendiri. Misal apakah perlu di pindah tangankan, atau di alih fungsikan, atau di upgrade untuk rencana kedepan dll. Maka perlu juga dipertimbangkan aspek lain yang berhubungan dengan bangunan itu sendiri.
