KIPP Indonesia menyusun alat pemantauan berupa pertanyaan pemantauan berdasarkan
Undang-Undang dan Peraturan KPU terkait tahapan yang dipantau.
Hal yang menjadi patokan dalam menyusun pertanyaan pemantauan, berdasar pada :
1. Prosedur apa yang disyaratkan oleh Undang Undang Pemilu dan atau Peraturan KPUpada tahapan yang dipantau. Dalam hal prosedur yang disyaratkan tidak dipatuhi, maka terjadi pelanggaran pemilu
2. Hal-hal apa yang dilarang oleh Undang-Undang Pemilu dan atau Peraturan KPU pada tahapan yang dipantau. Apabila larangan dilakukan, maka terjadi pelanggaran pemilu
3. Tindakan apa yang masuk kategori pidana Pemilu menurut Undang-undang Pemilu
