LOCAL WISDOM; KNOWLEDGE AND PRACTICE OF COMMUNITY PREPAREDNESS BUILDING SHARPSHOOTER IN THE FACE OF DISASTER.Preparing community practices in the face of disaster risk has been widely performed, whether facilitated by community groups, individuals, Governments and humanitarian organizations includes the application of technology and technology. The sophistication of the technology is not always reliable, it is perceived by the coastal communities in Aceh, namely Simeleu. One of the causes of the low figures for the death toll on the island of Simeulue is local wisdom who owned the local community or better known as Smong. Certainly still imprinted in our minds against the occurrence of earthquake and Tsunami which had been in Aceh and the Mainland around the Indian Ocean. Behind it there is a success story that emerges, people living in Simeulue off the coast of Sumatra, part of Aceh province. They utilize the knowledge passed down orally their ancestors in order to save themselves from the devastating tsunami. Such cases in recent years, this being the case the most often referred to. A few decades ago, the islands of Simeulue was once rocked by earthquake and tsunami. The tragedy last December 2004, skimpy Simeulue Islander victims of earthquake and tsunami disaster swept up. Senandung smong ini diceritakan bukan semata-mata untuk memastikan generasi lebih siap menghadapi resiko tsunami di kemudian hari, akan tetapi lebih pada penafsiran dan penyajian frame tentang kejadian yang pernah terjadi di Pulau tercinta ini. Hal ikhwal, tragedi masa lalu itu ternyata menyisakan gangguan traumatik yang serius sehingga terbitlah senandung-senandung yang dinyanyikan secara sendiri-sendiri, diwariskan secara bercerita runtun ketika mereka beristirahat dengan nyaman di rumah.Smong dengan jalur komunikasi efektifCerita yang berkembang di masyarakat atas kejadian masa lampau sering mengisahkan tentang derita umat manusia. Tsunami Simeulue yang meluluhlantakkan daratan tahun 1907 menurut cerita para sesepuh terjadi pada hari Jumat. Tragedi ini berlangsung ba,da Jumat, ketika para jamaah mesjid kembali dari kewajiban ibadahnya. Logika pemahaman masyarakat di Aceh khususnya Simeulue, jika bencana terjadi hari Jumat merupakan bentuk murka Tuhan untuk menyadarkan umat manusia agar tidak lalai akan kenikmatan duniawi, oleh sebab itu peristiwa ini bernilai religius. Prosedur terbaru ini selalu dituntut agar memuat informasi yang benar dan dapat menjadi contoh keberhasilan kearifan lokal lisan Smong sebagai kekayaan dan memiliki makna penting bagi masyarakat Simeulue. Di Kepulauan Simeulue, dongeng nina bobo Smong terbukti dapat mengurangi dan menyelamatkan puluhan ribu umat manusia. Hikmah yang dapat diambil dari kearifan lokal Smong, sebagai praktik asli, masyarakat masih mempraktikkan kearifan lokal tersebut hingga hari ini, walaupun menurut sebagian kalangan dianggap sebagai praktik yang semu.Kemajuan Pembangunan dan Eksistensi Kearifan Lokal Seiring meningkatnya populasi penduduk dan kemajuan pembangunan, menurut para sesepuh di sana secara perlahan dapat mempengaruhi praktik kearifan lokal untuk pengurangan resiko bencana. Pertanyaan yang harus kita jawab bersama, bagaimana pengaruh kemajuan pembangunan terhadap kearifan lokal ini? Apakah kearifan lokal ini perlu dilestarikan, jika suatu saat nanti masyarakat menganggap kecanggihan teknologi lebih ampuh daripada tradisi?The progress of development is not always open spaces over the local practices. The most instrumental in it is a condition of the settlement, geographical and population society Simeulue. Communities in the gampong Gampong-sticking and loves the Smong legend managed to survive the disaster. The recommendations need to be acted upon will be the importance of structuring a settlement as the capital of the disaster risk reduction. Pengalaman dan pengetahuan yang dimiliki masyarakat Simeulu, oleh sebagian orang dianggap kuno dan kolot, meskipun begitu kesabaran dan keteguhan masyarakat Simeulue mempertahankan tradisi ini dapat dikatakan sukses karena mampu selamat dari kejadian-kejadian yang tidak diharapkan ketika bencana datang mendadak. Pengalaman-pengalaman program NGOs yang diperoleh melalui mapping, FGD, seminar, training, workshop dan rencana aksi pengurangan resiko bencana menunjukkan bahwa berhasil tidaknya pembangunan masyarakat yang sensitif Pengurangan Resiko Bencana (PRB) sangat bergantung pada karakteristik, adat istiadat, pengalaman dan kearifan lokal setempat terintegrasi dengan ide-ide perubahan para pekerja kemanusiaan untuk melahirkan inovasi dalam masyarakat. Praktik kearifan lokal tidak hanya menentukan keberhasilan pembangunan, namun lebih dari itu, sebagai langkah yang dapat menentukan sustainability pembangunan.Keterlibatan masyarakat dalam semua proses pengurangan resiko bencana menjadi modal penting sebagaimana yang dicita-citakan dalam Kerangka Aksi Hyogo. Jauh hari sebelum adanya Early Warning System (EWS), tanggap darurat, Sphere Project, masyarakat gampong telah mendahului dalam upaya pengurangan resiko bencana dengan cara yang berbasis adat istiadat yang dapat diturunkan hingga ke anak cucu.
