1. Latar Belakang

Pelabuhan Tanjung Perak merupakan Pelabuhan Terbesar ke 2 di Indonesia dan memiliki peranan yang sangat penting untuk memperlancar sistem Logistik di Kawasan Indonesia Timur.

Produksi Pelabuhan Tanjung Perak selama 5 tahun terakhir menunjukkan peningkatan yang signifikan, sehingga dalam jangka panjang diperlukan tambahan kapasitas yang sangat besar untuk menangani arus petikemas yang akan mencapai sekitar 10 juta TEUs di tahun 2030.

Berdasarkan kondisi tersebut dan sesuai dengan Rencana Induk Pelabuhan (RIP) Tanjung Perak dan Sekitarnya, PT. Pelabuhan Indonesia III (Persero) menyiapkan yaitu : satu Terminal Petikemas Teluk Lamong.

Pada Proyek Pembangunan Terminal Teluk Lamong dibagi dalam 2 Tahap, dimana. pada setiap tahapnya terdiri dari 2 Lini.
- Untuk Tahap Pertama telah selesai dan dioperasikan :
o Lini I :
 Dermaga International sepanjang 500 meter
 Dermaga Domestik sepanjang 450 meter
 Trestle sepanjang 970 meter
 Lapangan Penumpukan Petikemas seluas 15,86 Ha.
 Lapangan Penumpukan Curah Kering seluas 8 Ha.

o Lini II : :
 Gedung Kantor
 Lapangan Transit seluas 7 Ha
 Causeway sepanjang 1.900 meter
 Jembatan Penghubung sepanjang 800 meter.

- Untuk Tahap Kedua direncanakan konsep Pengembangan Terminal Teluk Lamong seluas 386,12 Ha yaitu :
o Terminal Lini I (seluas 140 Ha) sebagai Zona Terminal Operasi Langsung.untuk kegiatan Stevedoring, Storage serta Receiving & Delivery.
o Terminal Lini II (seluas 246,12 Ha) sebagai Zona Pendukung Terminal Operasi Langsung untuk kegiatan distribusi dan konsolidasi barang (Depo Kontainer) serta pelayanan logistic yang menunjang operasi Terminal Peti Kemas dan Curah Kering..


2. Ijin Pemanfaatan Ruang

Sesuai dengan amanat dari Gubernur Jawa Timur melalui Surat Ijin Pemanfaatan Ruang (IPR) yang diterbitkan oleh Badan Penanaman Modal Provinsi Jawa Timur Nomor : P2T/30/01.01/01/X/2012 tertanggal 10 Oktober 2012 seluas 386,12 Ha, maka guna Pengembangan Zona Terminal untuk Pendukung Operasi Terminal Teluk Lamong (pada Lini II), PT. Pelabuhan Indonesia III (PT Pelindo III) harus bekerjasama dengan Badan Usaha Milik Daerah (BUMD).

Menindak lanjuti hal tersebut, PT. Pelindo III.telah melakukan kerjasama pengembangan dengan salah satu mitra usaha strategis yang direkomendasikan oleh Gubernur Jawa Timur pada sebagian Zona Terminal di Lini II seluas 145,2 Ha, yang diantaranya untuk pengembangan depo kontainer dalam rangka menurunkan dweling time di Zona Terminal Lini I

Adapun mitra usaha yang dimaksud adalah PT. Bersama Membangun Jatim (PT. BMJ)

PT. Bersama Membangun Jatim merupakan Badan Usaha Milik Daerah Provinsi Jawa Timur yang sahamnya dimiliki oleh :
- PT Jatim Graha Utama (PT JGU) - kepemilikan saham 15 %
- PT Artha Karya Urip Santosa (PT. AKUS) - kepemilikan saham 43 %
- PT. Maritime Transline (PT. ML) - kepemilikan saham 42 %

PT. Pelindo III telah melakukan Perjanjian Kerjasama dengan PT. Bersama Membangun Jatim (PT. BMJ) tentang Reklamasi Atas Ruang Dan Pemanfaatannya Sebagai Tanah Matang Seluas 145,2 Ha Untuk Kepentingan Pembangunan Dan Pengelolaan Zona Logistik Terminal Multipurpose Teluk Lamong pada tanggal 3 Oktober 2014 dengan Nomor Perjanjian HK.0501/1066/P.III-2014 dengan masa berlakunya Perjanjian selama 30 (tiga puluh) tahun sejak ditanda-tangninya Perjanjian ini.

Dan dari luas tersebut dapat dilakukan kerjasama dengan pihak ke III atau investor swasta seluas + 116,16 Ha dengan sepengetahuan pihak PT. Pelindo III.

Perjanjian Kerjasama konsesi meliputi :
- Pengoperasian Dermaga
- Pengelolaan Gudang dan Lapangan penumpukan
- Serta aktivitas lainnya pada Lini I dan Lini II sebagai satu kesatuan konsesi dengan satu kesatuan hak dan kewajiban, diantaranya status tanah hasil reklamasi baik pada Lini I maupun Lini II yang akan mempunyai status HGB diatas tanah HPL Otoritas Pelabuhan dan dengan jangka waktu konsesi untuk pengoperasian Terminal yang meliputi Lini I dan Lini II dengan skema Build Operate and Transfer (BOT).

AMDAL pada Proyek Pengembangan Terminal Teluk Lamong ini telah selesai dan disusun berdasarkan Hukum Yang Berlaku.


4. Kerjasama Dengan Investor

Selain lahan seluas 116,16 Ha tersebut di atas, lahan yang dapat dilakukan kerjasama dengan investor, dengan PT.. Pelindo III adalah pada (lihat Lampiran gambar) :

a. - Pada Zona PAI Pendukung Terminal Curah Kering seluas 35,60 Ha
- Pada Zona Fasilitas Jalan Interchange seluas : 25,69 Ha..
Total Luas dari kedua lahan tersebut adalah sebesar : 61,69 Ha, atau seluas + 60 Ha.
Dari Total Luas tersebut, yang dapat dilakukan kerjasama dengan investor swasta seluas + 54 Ha.

b. Pada Zona PAI Pendukung Terminal Petikemas seluas + 50 Ha.
Dari Luas tersebut, yang dapat dilakukan kerjasama dengan investor swasta seluas + 45 Ha.


5. Kesimpulan

a. Dari uraian tersebut di atas maka yang dapat dilakukan kerjasama dengan investor swasta yaitu seluas : 116 Ha + 54 Ha + 45 Ha = 215 Ha.
b. PT. Pelindo III mengusulkan konsesi kerjasama dengan pihak ke III selama 98 (sembilan puluh delapan) tahun atas pembangunan dan pengembangan Terminal Teluk Lamong.
c. Mengingat pengembangan Tahap I Terminal Teluk Lamong telah dioperasikan dan untuk mencegah idle investasi pengembangan Terminal, maka diharapkan melakukan percepatan realisasi kerjasama konsesi Terminal Teluk Lamong.
