ABSTRAK

Laporan Akhir ini berjudul "Evaluasi Hasil Musyawarah Perencanaan Pembangunan (MUSRENBANG) Tahun 2014 Pada Kecamatan Kuala Kabupaten Bireuen Privinsi Aceh". Fokus Laporan ini bertujuan untuk melihat bagaimana pelaksanaan Musrenbang Kecamatan Kuala dalam memprioritaskan usulan yang di ajukan kepada Pemerintah Kabupaten Bireun.
Tujuan dari Laporan Akhir ini adalah Untuk mengetahui bagaimana mekanisme penyelenggaraan Musrenbang tingkat Kecamatan yakni Kecamatan Kuala dan memahami apa saja yang menjadi faktor penghambat dan faktor pendukung serta bagaimana upaya dalam mengatasi faktor penghambat tersebut.
Metode penelitian yang digunakan adalah metode eksploratif dengan pendekatan induktif, yaitu suatu metode dengan cara menggali data awal sebanyak-banyaknya melalui pengamatan, wawancara, serta data-data berupa dokumen dengan informan di lokasi magang yang berguna untuk membantu dalam penelitian.
Hasil dari penulisan Laporan Akhir ini menunjukkan bahwa pelaksanaan Musrenbang tingkat Kecamatan Kuala berjalan dengan baik dan mampu memaksimalkan usulan prioritas yang diajukan dengan keterbatasan anggaran sehingga mampu menghasilkan pembangunan serta pemberdayaan bagi masyarakat.
Dari penelitian yang dilakukan Penulis menyarankan kepada Camat Kuala untuk terus mensosialisasikan program Musrenbang serta memilih usulan yang tepat dalam pembangunan dan pemberdayaan per tahunnya.

ABSTRACTThis final report entitled "evaluation of the results of the development planning Discussion (MUSRENBANG) by 2014 in the Sub-District of Kuala Privinsi Bireuën Regency of Aceh". The focus of this report aims to look at how implementation of the Subdistrict Musrenbang Kuala in prioritizing proposals that in proposing to the Government District of Bireun.The purpose of this final report is to know how the mechanism of the Organization of the Subdistrict level Musrenbang that Kecamatan Kuala and understand what are the factors of restricting and constituents as well as how efforts in tackling such an inhibitor factor.The research method used was exploratory inductive approach method, that is, a method with the initial data as much as possible digging through observation, interviews, as well as data in the form of a document with the informant in a useful internship to assist in research.The result of this final report writing show that Kecamatan level Musrenbang Kuala implementation goes smoothly and is able to maximize the proposed priority filed with budget constraints so that it is able to generate development and empowerment for the communities.From research conducted the author suggests to Camat Kuala to continue disseminating the program proposal and choose the Musrenbang directly in development and empowerment per year.

ABSTRACT This final report entitled "Evaluation of Development Planning Meeting (MUSRENBANG) 2014 In Kuala subdistrict Privinsi Bireuen District of Aceh". The focus of this report is to see how the implementation of planning forums Kuala subdistrict in prioritizing proposals submitted to the Government Bireun. The purpose of this final report is to know how the implementation mechanism of the sub-district level Musrenbang District of Kuala and understand what are the factors inhibiting and supporting factors and how efforts to overcome the limiting factor. The method used is exploratory method with an inductive approach, which is a method by digging the initial data as much as possible through observations, interviews, and data such as documents with informants in a handy location for internship assist in the study. The results of the writing of this final report shows that the implementation of the sub-district level planning forums Kuala runs well and is able to maximize the priority proposals submitted by budgetary constraints so as to generate development and community empowerment. From research conducted author suggests the sub-district of Kuala to continue socialize Musrenbang program and choose the appropriate proposals in the development and empowerment annually.
