Dalam menentukan kebijakan terhadap bangunan , selain dari penilaian diatas terdapat pula beberapa penilaian umum yang dapat dijadikan pertimbangan yang merupakan faktor eksternal strategi dalam penentuan kebijakan terhadap bangunan diantaranya : kelas lokasi lingkungan, zona peruntukan lingkungan serta rencana tata kota dimana hal tersebut dapat dikeahui perencanaannya karena berkaitan dengan kebijakan pemerintah daerah (Pemda) yaitu Badan Perencanaan Pembangunan Daerah (Bappeda) dan Pemerintah Pusat yaitu Badan Perencanaan Pembangunan Nasional (Bappenas)
