A. Latar Belakang

Diplomasi bukan hal yang hanya dilakukan di meja perundingan saja. Banyak strategi diplomasi yang dapat dilakukan suatu negara untuk menunjukkan posisinya di dunia Internasional. Salah satu bentuknya adalah diplomasi budaya. Diplomasi budaya dapat digunakan sebagai soft power suatu negara terhadap negara lain. Dan diplomasi budaya sangat cocok dilakukan dalam momentum dunia damai seperti sekarang ini. Pendekatan budaya adalah pendekatan yang halus, tidak terlalu kentara namun dampak yang ditimbulkan sangat signifikan.
Banyak sekali negara-negara di dunia saat ini yang mengedepankan softpower diplomacy untuk mendapatkan tujuan yang sudah menjadi goals mereka entah itu bernilai positif ataupun bisa saja negative. Hal inilah yang sekarang digencar-gencarkan oleh Korea Selatan. Korea Selatan, sebuah negara di kawasan Asia Timur yang selama ini gaungnya tidak terlalu terdengar kini telah menggema hampir di seluruh benua. Barangkali selama ini kita hanya mengenal Korea karena produk elektroniknya seperti Samsung dan LG. Namun sekarang Korea Selatan kita kenal tidak lah identik dengan itu lagi namun dengan dengan “Korean Wave”nya. Sebenarnya tidak hanya Korea Selatan saja banyak sekali contoh lainnya seperti film-film Hollywood, Bollywood juga merupakan contoh-contoh soft power diplomacy.
