Kecenderungan penelitian pengembangan wilayah sebelumnya biasanya mengarah pada upaya peningkatan kesejahteraan penduduk wilayah perbatasan dengan cara melakukan eksploitasi potensi sumber daya alamnya, untuk jangka panjang hal ini bisa berdampak kurang baik baik bagi penduduk lokal maupun lingkungan hidup. Seperti contohnya dapat dilihat di Kalimantan Timur sendiri, tahun 80 dan 90 kami merupakan salah satu penghasil kayu terbesar namun ketika kayu habis, industrinya runtuh, pengangguran dimana-mana. Saat ini kami juga mengalami hal yang sama, ketika eksploitasi batu bara dan minyak bumi besar-besaran di provinsi kami, kemudian harga batu bara dan minyak bumi anjlok di pasar dunia, yang terjadi adalah pengangguran semakin meningkat, yang tersisa hanya kerusakan lingkungan, polusi air dan tanah.
