Transportasi merupakan dasar untuk pembangunan ekonomi dan perkembangan masyarakat serta pertumbuhan industrialisasi. Dengan adanya transportasi menyebabkan adanya spesialisasi atau pembagian pekerjaan menurut keahlian sesuai dengan budaya, adat istiadat dan budaya suatu Bangsa atau Daerah. Dimana jaringan jalan merupakan sarana penting di dalam pelaksanaan transportasi. Sejalan dengan pertumbuhan dan perkembangan tersebut, maka suatu wilayah tidak akan terlepas dari keberadaan sektor transportasi yang merupakan pendukung utama pergerakan orang dan barang, sehingga kebutuhan terhadap transportasi akan semakin mengalami peningkatan. Sektor transportasi merupakan sektor yang paling penting dalam kehidupan masyrakat dan menjadi tulang punggung perekonomian suatu negara pada umumnya.
Salah satu elemen penting dalam penyelenggaraan transportasi adalah tersedianya infrastruktur jaringan jalan yang baik dan memenuhi perkembangan pergerakan orang dan barang khususnya di Provinsi Kalimantan Utara. Provinsi Kalimantan Utara dengan luas wilayah keseluruhan ± 75.467,70 km2 dan jumlah penduduk ± 622.350 jiwa memiliki jaringan infrastruktur jalan yang belum maksimal dalam mengoptimalkan pelayanan publik khususnya di wilayah perbatasan dan pedalaman. Ditambah dengan kondisi umum perekonomian warga Indonesia di wilayah perbatasan antara lain sebagai berikut :
Lokasi yang relatif terisolir (terpencil) dengan tingkat aksesibilitas yang rendah
Rendahnya tingkat pendidikan dan kesehatan masyarakat
Rendahnya tingkat kesejahteraan sosial ekonomi masyarakat daerah perbatasan (jumlah penduduk miskin dan desa tertinggal)
