BBM merupakan hasil pelapukan fosil purbakala dari dalam tanah yang tersimpan selama berjuta juta tahun sehingga untuk menghasilkannya perlu waktu yang lama, oleh karena itu BBM di sebut sebagai sumber daya alam yang tidak dapat di perbaharui ekplorasi besar-besaran yang dilakukan manusia juga menjadi factor utama yang menyebabkan semakin langkanya dan semakin sulit untuk menemukan sumber dari bahan bakar minyak tersebut. BBM benar – benar menjadi barang langka yang sangat dicari oleh mastarakat.. Kelangkaan BBM ini berdampak besar bagi siklus kehidupan, baik dari rakyat kurang mampu sampai para pengusaha.
Akibat dari Kelangkaan BBM ini mengakibatkan pemerintah harus mengambil kebijakan yang mungkin akan berdampak buruk bagi seluruh rakyat Indonesia. Pemerintah berencana untuk mengurangi subsidi BBM seperti premium dan solar. Sehingga kedua bahan bakar tersebut mau tidak mau harus dinaikkan harganya. Kenaikan harga bahan bakar minyak yang direncanakan pemerintah berkisar Rp 2000 untuk premium dan Rp 1000 unjtuk solar. Dengan rencana tersebut sehingga harga premium setelah dinaikan adalah Rp 6500 dan solar sekitar Rp 5500. Rencana kenaikan ini menimbulkan berbagai reaksi dari berbagai kalangan, khususnya rakyat yang kurang mampu atau rakyat miskin. Mereka berpendapat jika rencana kenaikan harga bahan bakar minyak ini benar – benar terjadi mereka merasa akan sangat dirugikan karena mereka berpendapat pemerintah lebih mendukung kalangan yang mampu dan secara perlahan akan membunuh perekonominan mereka.
Penolakan ini Bukan hanya terjadi di kalangan masyarakat yang perpendapatan rendah namun di kalangan intelektual yaitu mahasiswa juga sangat menolak kebijakan tersebut dan masih banyak lagi yang menolaknya. Mereka yang menolak berpendapat bahwa subsidi yang pemerintah berikan tidak tepat sasaran, mereka menilai pejabat atau orang – orang kaya yang seharusnya tidak mendapat subsidi BBM dari pemerintah justru ikut menikmati yang bukan menjadi hak mereka. Itu yang memicu kemarahan masyarakat yang menolak dengan rencana kenaikan harga bahan bakar minyak tersebut. Selain itu rencana yang sudah dibentuk oleh pemerintah ini juga mengakibatkan kelangkaan bahan bakar minyak disebagian daerah pedalaman. Hal itu diakibatkan oleh para mafia yang menimbun bahan bakar minyak tersebut sampai harga BBM tersebut naik. Sehingga mereka mendapatkan untung atau laba yang berlipat ganda. Kebijakan pemerintah ini tidak semata- mata hanya menaikkan harga BBM saja, pemerintah juga menyiapkan antisipasi untuk warga yang kurang mampu. Kenaikan harga BBM ini seharusnya juga di ikuti dengan kenaikan pendapatan masyarakat agar masyarakat tidak merasa terbebani.
