Yang diijinkan untuk melakukan importasi barang hanyalah perusahaan yang mempunyai Nomor Identitas Kepabeanan (NIK) atau Nomor Registrasi Importir (SPR). Bila sebuah Perusahaan ingin mendapatkan fasilitas ijin impor, maka perusahaan tersebut terlebih dahulu harus mengajukan permohonan ke Direktorat Jendral Bea dan Cukai untuk mendapatkan NIK/ SPR.

Adapun Perusahaan yang belum mempunyai NIK/ SPR maka hanya diijinkan melakukan importasi sekali saja.

Persyaratan tambahan yang juga harus dipenuhi sebelum perusahaan melakukan importasi adalah harus mempunyai Angka Pengenal Impor (API) yang dikeluarkan oleh Kementerian Perdagangan. Apabila perusahaan belum mepunyai API dan berniat melakukan importasi harus terlebih dahulu mendapatkan persetujuan impor tanpa API.
