Election observers include:
a. Non-governmental organizations in domestic election observers;
b. Election observers legal status in the country;
c. Institutions election monitors from abroad;
d. Electoral institutions abroad; and
e. Election observers from representatives of other countries. In addition to election observers from institutions, election observers can come from individuals who are not domiciled in the country as officials and / or members of political parties, as well as individuals from abroad. Election observers must fulfill the following requirements: a. are independent; b. have a clear funding source, and c. registered and accredited by the KPU, Provincial KPU and Regency / City in accordance with the coverage area of monitoring. Election observers abroad either mapun individual institutions other than the requirements referred to in Article 3, shall meet the special requirements: a. have the competence and experience in the field of election observation in other countries as evidenced by a statement from the monitoring organization concerned, or from other countries where the governments concerned ever monitoring; b. obtaining visas to be the Election of Representatives of the Republic of Indonesia on Foreign Affairs; c. meet ordinances monitoring provisions set out in the legislation.
