Sedangkan bentuk pengawasan yang dilakukan oleh Pemerintah antara lain :
a. Monitoring secara kontinyu terhadap pelaksanaan kegiatan usaha jasa angkutan udara. Berdasarkan hasil monitoring tersebut dilakukan analisa dan evaluasi agar dapat diketahui apakah terdapat penyimpangan atau pelanggaran terhadap peraturan dan ketentuan yang berlaku. Apabila ditemui adanya penyimpangan atau pelanggaran, akan diberikan peringatan untuk tindakan korektif sampai dengan 3 kali, untuk selanjutnya diambil tindakan administratif sampai dengan memberikan sanksi (pencabutan izin rute, pencabutan izin usaha), sesuai peraturan perundang-undangan yang berlaku;
Terkait dengan operasional pesawat udara, bagi perusahaan yang armadanya tidak memenuhi syarat kelaikan terbang maka akan di grounded dan dikenakan sanksi sesuai dengan peraturan perundangan yang berlaku.
b. Pemerintah melakukan pengawasan dengan tahapan :
Tahap I
Melaksanakan proses sertifikasi sesuai dengan persyaratan keselamatan penerbangan terhadap organisasi operator, organisasi perawatan pesawat udara, organisasi pabrikan, organisasi pendidikan kecakapan, personil penerbangan (pilot, teknisi, awak kabin, petugas pemberangkatan/dispatcher) dan produk aeronautika (pesawat udara, mesin, baling-baling), yang dikeluarkan berupa sertifikat.
Tahap II
Melakukan pengawasan untuk memastikan pemegang sertifikat (certificate holder) tetap konsisten sesuai dengan persyaratan keselamatan penerbangan sama dengan pada waktu sertifikasi, melalui pelaksanaan antara lain:
- audit secara berkala;
- surveillance;
- ramp check;
- en-route check;
- proficiency check.
