Walaupun perang sudah berakhir sejak Agustus, Russia baru menarik mundur kembali pasukannya dari Georgia pada bulan Oktober dan tetap menempatkan pasukannya di Ossetia Selatan. Russia mengklaim bahwa pasukannya yang berada di Ossetia Selatan adalah permintaan dari pemerinta Ossetia Selatan itu sendiri. Namun, Georgia yang tidak mengakui adanya pemerintah Ossetia Selatan menyebut pasukan Russia di Ossetia Selatan sebagai pasukan penjajah sebagian wilayah Georgia.
