Materi pembelajaran yang dipakai pada masa itu adalah materi pembelajaran yang berfokus pada bagian afektif (perilaku), dan berkaitan langsung dengan kehidupan sehari-hari karena materi yang berkaitan dengan kehidupan sehari-hari dianggap lebih mudah dipahami dan dipraktekkan secara langsung.

Sedangkan pendekatan yang dipakai adalah sistem pendekatan yang lebih menekankan pada penanaman kesadaran bernegara dan bermasyarakat serta pembentukan karakter manusia yang berdaulat terhadap negara.
