Tujuan penelitian adalah untuk mengetahui fungsi Badan Kepegawaian Daerah dalam rekrutmen pegawai di lingkungan pemerintah kota Pekanbaru dan untuk mengetahui faktor-faktor yang mempengaruhi fungsi Badan Kepegawaian Daerah dalam rekrutmen pegawai di lingkungan pemerintah kota Pekanbaru.

Konsep teori yang digunakan adalah organisasi yang dimulai dari pedoman bagi kegiatan, sumber legitimasi, standar pelaksanaan, standar motivasi dan dasar rasional pengorganisasian. Penelitian ini menggunakan metode penelitian kualitatif dengan pengkajian data secara deskriptif. Dalam pengumpulan data, penulis menggunakan teknik wawancara, observasi, dan dokumentasi. Dengan menggunakan key informan sebagai sumber informasi dan analisis data.

Hasil penelitian ini menghasilkan kesimpulan bahwa peranan dari fungsi Badan Kepegawaian Daerah dalam pelaksanaan rekrutmen pegawai di lingkungan Pemerintah kota Pekanbaru sudah berjalan dengan baik yang dilihat dari pedoman kegiatan yang digunakan, standar pelaksanaan rekrutmen, dan standar motivasi. Sementara itu faktor – faktor mempengaruhi yang mempengaruhi langkah Badan Kepegawain Daerah kota Pekanbaru dalam rekrutmen pegawai di lingkungan pemerintah kota Pekanbaru adalah sarana prasarana yang belum memadai seperti komputer dan sumber daya manusia yang melaksanakan kegiatan rekrutmen belum memadai dalam segi jumlah dan penguasaan metode rekrutmen yang menggunakan sistem komputer.
