Menghadapi implementasi Masyarakat Ekonomi ASEAN (MEA) pada akhir 2015, pemerintah akan lebih agresif menerapkan Standar Kompetensi Kerja Nasional (SKKNI). Sebagai salah satu upaya untuk menekan dampak negatif akibat penyatuan Asean sebagai komunitas tunggal. Sekjen Kementerian Perindustrian (Kemperin) Anshari Bukhari mengatakan, arus bebas tenaga kerja menjadi salah satu perhatian utama.

Untuk itu, lanjut dia, pihaknya mengagendakan berbagai langkah pembangunan sumber daya manusia (SDM) di bidang industri. Yakni, melalui pendidikan, pelatihan, dan pemagangan yang mencakup pada kompetensi teknis dan manajerial. Tenaga kerja industri, kata dia, harus memiliki kompetensi yang sesuai SKKNI.

"Jadi, semua tenaga kerja yang bekerja di Indonesia, baik itu teknis atau manajerial, asing atau lokal, harus memenuhi SKKNI. Saat ini, sudah ada sekitar 40 SKKNI yang diterbitkan untuk bidang industri. Ini adalah strategi yang diterapkan semua negara di Asean. Tidak hanya di bidang industri, tetapi juga jasa. Karena, kalau MEA sudah berlaku, sopir taksi dari Filipina saja bisa bekerja di sini. Nah, nanti akan dibuat SKKNI-nya. Misalnya, bisa berbahasa lokal dan tahu peta geografis di sini," kata Anshari usai diskusi sesi I workshop tentang Pendalaman Kebijakan Industri untuk Wartawan di Kuta, Bali, Kamis (13/4).

Anshari menambahkan, SKKNI untuk industri disusun oleh Menteri Perindustrian (Menperin). Sedangkan, penetapan pelaksanaannya oleh menteri bidang ketenagakerjaan atas usulan Menperin.

"Penetapan SKKNI bidang industri dilakukan paling lama satu bulan sejak usulan diterima. Kalau dalam sebulan tidak juga ditetapkan, SKKNI itu secara otomatis dinyatakan berlaku oleh Menperin sampai ditetapkan oleh menteri bidang tenaga kerja. SKKNI bidang industri diberlakukan secara wajib. Untuk mengatur hal itu, akan diterbitkan Peraturan Menteri," kata Anshari.

Ke depan, lanjut dia, SKKNI bisa saja diajukan sebagai mutual recognition agreements (MRAs).

"Untuk saat ini, kita berlakukan aturan domestik dulu. Tetapi, berlaku untuk semua tenaga kerja, baik asing maupun lokal. Kami sudah memiliki MoU dengan Badan Nasional Sertifikasi Profesi (BNSP) untuk ini," ujar Anshari.

Dirjen Industri Kecil dan Menengah (IKM) Kemperin Euis Saedah menambahkan, saat ini, pihaknya sedang mengajukan SKKNI untuk kompetensi keahlian tenun dan batik. Sedangkan, untuk bordir sudah diajukan oleh Kementerian Pendidikan dan Kebudayaan.

"SKKNI ini merupakan strategi yang fair yang diterapkan oleh setiap negara, termasuk Indonesia. Untuk memproteksi industri masing-masing. Dalam hal ini, menjaga tenaga-tenaga kerja industri kita.
