Tindak pidana pemalsuan surat untuk kepentingan melamar pekerjaan pernah terjadi di wilayah hukum Kepolisian Resor Pekalongan. Tindak pidana pemalsuan surat tersebut terjadi pada seleksi penerimaan Calon Pegawai Negeri Sipil (CPNS). Modus operandi yang dilakukan pada tindak pidana pemalsuan surat tersebut yaitu pelaku memalsukan surat salah satu persyaratan seleksi penerimaan Calon Pegawai Negeri Sipil (CPNS) berupa surat keterangan Wiyata Bhakti bagi pelamar CPNS kategori K2 atau pegawai honorer.
Penelitian tentang : Penyidikan Tindak Pidana Pemalsuan Surat Pada Seleksi Calon Pegawai Negeri Sipil (CPNS) di Kepolisian Resor Pekalongan, bertujuan untuk mengetahui tindak pidana pemalsuan surat dalam seleksi Calon Pegawai Negeri Sipil (CPNS) Tahun 2013 dan penyidikan tindak pidana pemalsuan surat pada seleksi Calon Pegawai Negeri Sipil (CPNS) di Kepolisian Resor Pekalongan. Metode pendekatan yang digunakan dalam penelitian ini adalah yuridis normatif, pengumpulan data dilakukan dengan cara wawancara, studi kepustakaan dan dokumentasi.
Hasil penelitian ini menunjukkan, bahwa tindak pidana pemalsuan surat dalam hukum positif Indonesia diatur dalam Pasal 263 sampai dengan Pasal 276 KUHAP. Selain itu tindak pidana pemalsuan surat dapat dikenakan ketentuan Pasal 69 ayat (1) Undang-Undang Nomor 20 Tahun 2003 tentang Sistem Pendidikan Nasional mengenai pemalsuan ijazah maupun Pasal 93 Undang-Undang Nomor 23 Tahun 2006 tentang Administrasi Kependudukan mengenai pemalsuan surat / dan atau dokumen kepada Instansi Pelaksana dalam melaporkan Peristiwa Kependudukan dan Peristiwa Penting. Penyidikan tindak pidana seleksi Calon Pegawai Negeri Sipil (CPNS) Tahun 2013 di Polres Pekalongan pada dasarnya sama seperti penyidikan tindak pidana umum lainnya, yaitu dilakukan berdasarkan KUHAP. Untuk dapat melimpahkan berkas perkara penyidik melakukan analisis yuiridis yaitu analisis terhadap perbuatan tersangka dihubungkan dengan unsur-unsur pasal yang disangkakan yaitu Pasal 263 KUHP untuk mendapatkan kesimpulan patut diduganya perbuatan tersangka melakukan tindak pidana pemalsuan surat.
Penelitian ini menyarankan Perlu adanya peningkatan kemampuan penyidik dalam mengungkap suatu kasus melalui penyidikan. Masyarakat masyarakat agar tidak melakukan perbuatan curang dengan melakukan pemalsuan surat karena merupakan tindak pidana dan dapat dipidana.

In addition to the crime of forgery a letter may be subject to the provisions of article 69, paragraph (1) of Act No. 20 of 2003 on the national education system regarding counterfeiting of diplomas as well as Article 93 Act No. 23 of 2006 about the administration of the Population regarding the forgery of a letter/and or document to the Executive Agencies in reporting events of the population and key events. Investigation of criminal acts of selection candidates for civil servants (CPNS) in 2013 in Polres Pekalongan are basically the same as other common criminal acts of investigation, that is done based on the CODE of CRIMINAL PROCEDURE. To be able to bestow a docket investigators conduct analysis i.e. analysis of the yuiridis Act of suspects linked with the elements of the article any one could expect the Article 263 of the CRIMINAL CODE in order to get a proper conclusion she bargained for deeds committed the crime of forgery suspect letter. This research suggests a need to increase the ability of investigators in uncovering a case through investigation.
