Target peserta dalam pelatihan ini adalah staf BPBD di Propinsi dan Kabupaten/Kota se Nusa Tenggara Timur, adapun jumlah peserta yang direncanakan adalah sebanyak 21 orang dari BPBD Kabupaten/Kota dan sebanyak 6 orang dari BPBD Propinsi. Peserta yang hadir ada sebanyak 23 orang yang terdiri dari sebanyak 17 orang dari staf BPBD Kabupaten/Kota dan sebanyak 6 orang staf BPBD Propinsi se Nusa Tenggara Timur. Dalam pelatihan ini para peserta diberi materi pelatihan yang terdiri dari tupoksi dan SOP. Adapun materi pelatihan untuk tupoksi terdiri dari pengertian tupoksi, urgensi tupoksi, permasalahan yang sering muncul terkait dengan tupoksi, akar permasalahannya, solusi yang harus dilakukan untuk memecahkan masalah terkait dengan tupoksi dan bagaimana mengevaluasi tupoksi. Sementara itu untuk materi SOP, meliputi : pengertian dasar SOP, tujuan dan kegunaan SOP, prinsip dasar penyusunan SOP, prinsip pelaksanaan SOP, format dan jenis SOP, siklus penyusunan dan dokumen SOP, dan pengembangan SOP.
Berdasarkan hasil pre test dan post test nampak perbedaannya, yakni saat pre test diberikan dari enam pertanyaan terkait dengan tupoksi dan SOP tidak ada satu pesertapun yang bisa menjawab soal benar semua, bahkan sebagian besar atau lebih dari 50% justru menjawab soal yang benar maksimal hanya 2 soal saja, namun setelah post test dari sebanyak 21 orang, ada 3 orang peserta yang menjawab seluruhnya benar, kemudian ada sebanyak 9 orang yang menjawab 5 soal benar, dan ada sebanyak 7 orang yang menjawab 4 soal benar dari 6 soal yang diberikan dan 2 orang yang menjawab 3 soal yang benar. Dari hasil pre test dan post test, nampak bahwa pemahaman peserta meningkat setelah mereka mengikuti pelatihan ini. Pemahaman peserta juga ditunjukkan selama pelaksanaan kegiatan pelatihan ketika mereka diminta untuk mengerjakan tugas-tugas dan diskusi kelompok mereka dapat mengerjakan dengan baik dan benar.
