MASTERPLAN ROAD NETWORKS IN THE BORDER REGION MALINAU REGENCY NORTH KALIMANTAN PROVINCEAbstract. The formation of the province of North Borneo in particular as one of the Malinau Regency's efforts in organizing the area a viable solution in order to optimize the public service because it can shorten the span of control of the Government, making it more efficient and effective. Based on this, then it is necessary the presence of traffic facilities and infrastructure are adequate. The existence of transport cause specialization or the Division of work according to expertise in accordance with the culture, customs and culture of a nation or region. Where the road network is an important means in the implementation of the transport. In line with the growth and development of an area, it will not be detached from the existence of transport sector which is a major supporter of the movement of people and goods, so the need for transport will increasingly experience increased. The transport sector is the most important sector in the lives of people and become the backbone of a country's economy in General.One of the important elements in the Organization of the transport is the availability of good road network infrastructure and meet the development of the movement of people and goods, in particular in the province of North Borneo. The North Kalimantan province with an area of approximately 75,467.70 km2 and has an overall population of approximately 622,350 inhabitants has a network of road infrastructure that hasn't been fullest in optimizing public services particularly in the border region and the hinterland. Coupled with the general condition of the economy of Indonesia citizens in the border region, among others, as follows: The relatively isolated location (remote) with low accessibility level Low levels of education and public health Low levels of socio-economic well-being of the Community border areas (population poor and villagers left behind) Langkanya information on Government and community development in the border areasTHE CONDITIONS OF THE REGION AND METHODOLOGYKaltara province is divided into five administrative regions consist of 1 (one) of the city and four (4) districts, which are: the town of Tarakan, Bulungan Regency, Malinau, Nunukan, and Tana Tidung originally was part of the province of East Kalimantan. The capital of the province of Kaltara is located in Tanjung Selor Bulungan Regency.The formation of the province aims to encourage the improvement of services in the areas of governance, development, community, as well as shorten the control range (span of control) in the Government especially in the area of the northern border. Expected also with the province of Kaltara can improve the economy of the North Kalimantan residents residing near the borders with neighbouring countries. Geographically the province borders the countries of Kaltara Malaysia Sabah (North); West Kutai Regency, East Kutai Kutai Kartanegara, and Berau (South); The Celebes Sea (East); Malaysia and the State of Serawak Part (West). The region is also in the national and international cruise lines (the flow of Sea Islands of Archipelagic Indonesia/Sealand Passage) and the exit (outlet) to the Asia-Pacific region. In geostrategis Province of North Borneo was the open gates to Malaysia (Sabah), Southern Philippines, and Brunei Darussalam. In the Northern Province of North Borneo i.e. Nunukan and Malinau, bordering Country Malaysia.
