National development is an activity that is ongoing and continuous that aims to improve the welfare of the community, both material and spiritual. Dumai city, is currently undertaking a rapid development, especially in terms of economy. This can be seen from the emergence of a variety of businesses / companies that use Intenitas Large Disturbance / high, medium and small spread in the city of Dumai. The establishment of places of business should possess a nuisance permit (HO). Permits interference aims to provide protection to businessmen and residents of surrounding communities, in order to prevent pollution of the environment, preservation of natural resources and the environment as well as revenue revenue (PAD). The research objective is to determine and analyze the implementation of Regional Regulation No. 6 of 2012 concerning Disturbance Permits in Dumai city and to identify factors that become an obstacle in the implementation of the policy.
The concept of the theory used is the implementation policy of Edward III models. This study used a qualitative descriptive study. In collecting the data, the authors use the technique of interview, observation, and documentation. By using key informants as a source of information and data analysis.
The results of this study lead to the conclusion that the implementation of local regulations Dumai No. 6 of 2012 on the levy nuisance permit, has not done optimally because there are many businesses in the industrial plant in Dumai City unlicensed nuisance and its location also disembarangan place that can harm the environment and surrounding communities. This can occur because of a lack of human resources in fostering the spaciousness, as well as communication and coordination between the Agency for Integrated Services And Investment (BPTPM), and Dumai City municipal police has not created properly due to the ignorance of the tasks to be carried out, and attitude the implementers are mutually awaiting orders.
