Pemilu 9 April 2014-Pemilihan ulang Legislatif 2014 di beberapa tempat pengambilan suara (TPS) sebagai bukti masih ada kelemahan dalam penyelenggaran pemilu.Karena logistik tersebut tertukar antar TPS, bahkan kejadiannya sudah setengah perjalanan pemilihan pihak KPPS baru mengetahui bahwa di TPS bersangkutan surat suaranya tertukar dengan TPS yang lain.Kejadian seperti itu terjadi ratusan TPS di Tanah Air, termasuk di Provinsi Bali sendiri juga mengalami nasib yang sama. Namun berbeda dengan daerah lain, ketika kejadian tertukarnya surat suara, maka koordinator petugas pemungutan suara (KPPS) segera melakukan tindakan dengan menghentikan pencoblosan oleh masyarakat pada 9 April lalu.Begitu juga penyelenggaraan Pemilu Legislatif kali ini menjadi catatan sejarah perjalanan penyelenggaran pemilu sejak Pemilu Legislatif tahun 1955, mungkin kali ini paling banyak terjadi tertukarnya surat suara antar TPS.Bahkan di beberapa TPS terpencil di wilayah Indonesia pencoblosan pemilu tersebut harus tertunda karena logistik surat suara belum sampai di tempat tersebut hingga hari pelaksanaan pencoblosan, hal itu karena hambatan dalam pengangkutan logistik ke tempat TPS.Pengamat politik dari Sekolah Tinggi Ilmu Sosial dan Politik (Stispol) Wira Bhakti Denpasar, I Gusti Made Bagus Wiradharma MSi menyatakan dengan diselenggarakan pencoblosan ulang pemilu legislatif di beberapa TPS, sebagai bukti kekurangan dari penyelenggara pemilu, dalam hal ini Komisi Pemilihan Umum (KPU), mulai dari pusat hingga ke daerah.Menurut dia koordinasi dengan instansi terkait belum berjalan optimal, terbukti surat suara ada tertukar, bahkan sampai ada pemilu legislatif terpaksa ditunda karena logistik tersebut belum sampai ke TPS bersangkutan."Saya mengamati kejadian ini karena kelemahan dari penyelenggara pemilu legislatif. Kurangnya koordinasi dengan instansi terkait hingga masalah pengiriman logistik dari pihak percetakan ke KPU daerah," ucap mantan Ketua DPD KNPI Bali itu.Ia mengatakan jika sistem koordinasi tersebut mampu berjalan secara optimal dan efektif menjelang pemilu. Termasuk mengontrol logistik yang akan dikirim ke masing-masing daerah hingga ke TPS, maka kejadian ini bisa diminimalisasi, tak separah seperti ini."Di Bali sendiri yang merupakan provinsi yang bisa dijangkau perjalanan dalam sehari ke masing-masing TPS, bisa terjadi tertukarnya surat suara. Kita ambil contoh kejadian tertukarnya surat suara terjadi di TPS Kota Denpasar. Bayangkan Denpasar sangat dengan dengan KPU kota dan provinsi, bisa terjadi seperti itu," ucapnya.Wiradharma mengatakan kejadian ini harus menjadi pelajaran berharga bagi penyelenggara pemilu legislatif di masa mendatang. Karena secara psikologis dengan pencoblosan ulang akan berpengaruh juga terhadap perolehan suara."Ini jelas berpengaruh terhadap psikologis pemilih dan bisa saja pilihanannya berbeda, ketika pemilihan ulang. Karena mereka jelas akan memilih partai politik yang perolehan sementara diumumkan oleh lembaga independen hitung cepat paling tinggi akan dipilih mereka. Dan calon legislatif yang berharap mendapatkan suara tinggi di TPS tersebut bisa anjlok ketika pemilihan ulang itu," ujarnya.Berharap Pemilu Ulang Lancar Komisi Pemilihan Umum (KPU) Provinsi Bali mengharapkan pemunggutan suara yang kemungkinan diulang di 23 Tempat Pemungutan Suara (TPS) pada Rabu (15/4) dapat berjalan lancar."Saya berharap pelaksanaan pemungutan suara ulang dapat dilakukan secara cepat dan berjalan dengan lancar sehingga semua hasil pemungutan di seluruh TPS dapat direkap secara keseluruhan dengan data-data yang lengkap," kata Ketua KPU Provinsi Bali Dewa Wiarsa Raka Sandi.Ia mengatakan adapun surat edaran yang disampaikan untuk melakukan pemungutan suara ulang dengan Nomor 275 tertanggal 4 April 2014 dan surat suara yang tertukar Nomor 306 tanggal 9 April 2014 yang mengacu pada pelaksanaan KPU Nomor 276 Tahun 2013."Kami sedang menghimpun jumlah TPS yang dilakukan pemungutan suara ulang, melakukan inventarisasi logistik, dan inventarisasi data jumlah pemilih sehingga pelaksanaan tidak mengalami kendala ," ujarnya.Ia menjelaskan bahwa persiapan logistik untuk pelaksanaan pemungutan ulang suara pada (15/4) disiapkan langsung dari Komisi Pemilihan Umum (KPU) pusat sehingga perlu dirapatkan kembali agar dapat terselenggara dengan baik."Agenda KPU Provinsi Bali dalam rapat ini membahas permasalahan jumlah TPS, masalah logistik, dan mengenai data pemilih," ujarnya Ia menambahkan setelah tiga permasalahan tersebut dibahas dengan data yang akurat, lanjut dia, maka akan di informasikan kembali kepada masyarakat untuk penyelenggaraan ulang pemungutan suara yang terjadi di TPS yang surat suaranya tertukar.Selain itu, kemungkinan pelaksananaan pemungutan suara ulang dilakukan pada hari kerja, sehingga pihaknya akan memberikan surat pegantar dispensasi terlebih dahulu kepada kantor pemerintahan dan perusahaan swasta untuk memberikan izin menggunakan hak pilihnya.Pihaknya akan berkoordinsi dengan koordinator petugas pemungutan suara (KPPS) terdekat yang akan melakukan pemungutan suara ulang di TPS yang bermasalah."Pelaksanaan pemungutan suara ulang akan dilakukan bukan hari libur sehingga KPU akan menginformasikan kepada seluruh kantor pemerintahan dan swasta agar memberikan surat pengantar dispensasi pegawainya untuk mencoblos ulang," ujarnya.Sementara itu, Ketua Komisi Pemilihan Umum (KPU) Kota Denpasar, I Gede Jhon Dharmawan mengatakan pihaknya mengambil langsung surat suara di pusat untuk melakukan pencoblosan ulang tanggal 15 April 2014."Kami akan mengambil langsung supaya lebih cepat tiba di Bali," katanya.Nantinya KPU Kota Denpasar akan mengambil empat kardus yang berisi 4.000 surat suara. "Kami berangkatkan tiga petugas untuk mengambilnya di KPU Pusat," ujarnya.Empat kardus tersebut akan dibawa tanpa pengawalan.
