1. Ketepatan KPPS dan PPS dalam menjalankan prosedur/ tata cara di TPS dan PPS, misalnya Ketua KPPS harus menandatangani surat suara sebelum diberikan kepada pemilih
2. Ketaatan KPPS dan PPS terhadap larangan-larangan pada setiap tahapan yang dilakukan, misalnya tidak boleh melakukan kecurangan seperti menambah atau mengurangi suara partai atau calon tertentu
3. Netralitas yakni KPPS tidak boleh berpihak pada partai atau calon legislatif tertentu
