Pada kuadran II, menjelaskan kelemahan dari moda transportasi laut kapa ferry dan speedboat yaitu terbatasnya lahan parkir, kurangnya pemeliharaan sarana dan prasarana, minimnya sumber daya manusia pengelola transportasi, jumlah armada yang terbatas dan seringnya berubah jadwal keberangkatan. Berarti kinerja moda transportasi laut speedboat dan kapal ferry perlu melakukan pembenahan demi meningkatnya kinerja yang lebih baik. Namun di sisi lain moda trasnportasi ini memiliki peluang yang cukup besar yakni kepercayan masyarakat, tingginya kegiatan bisnis yang akan berdampak pada tingginya kegiatan ekonomi menggunakan moda transportasi laut.
