Penelitian ini bertujuan untuk mengevaluasi kinerja BAPPEDA Kabupaten Indragiri Hilir dalam Penyusunan Rencana Kerja Pembangunan Daerah di Kabupaten Indragiri Hilir. Desain penelitian yang digunakan adalah menggunakan metode penelitian deskriftif, dengan pendekatan kualitatif positivis. Penentuan narasumber dan informan ini dilakukan secara purposive, yaitu memilih narasumber yang paling berkompeten memberikan informasi dan data yang diperlukan yaitu beberapa pejabat dan pegawai di lingkungan BAPPEDA dan DPRD yang terkait dalam proses Penyusunan Rencana Kerja Pembangunan Daerah. Pengumpulan data dilakukan dengan cara interview dan observasi yang kemudian dianalisis secara deskriptif. Hasil penelitian menunjukkan bahwa Kinerja BAPPEDA dalam Proses Penyusunan Rencana Kerja Pembangunan Daerah maka dapat disimpulkan bahwa kinerja BAPPEDA Kabupaten Indragiri Hilir dalam Penyusunan Rencana Kerja Pembangunan Daerah di Kabupaten Indragiri Hilir ditinjau dari segi responsibilitas termasuk pada kategori sedang dan ditinjau dari segi responsivitas termasuk pada kategori rendah. Kurang konsisten dan konsekuennya aparat dalam menggunakan produk hasil proses tahapan sebelumnya, mengakibatkan penyusunan program atau kegiatan sesuai dengan kebutuhan pembangunan yang terkoordinasi, terarah dan berkelanjutan belum maksimal. Untuk itu rekomendasi yang bisa diberikan adalah BAPPEDA melakukan pengembangan sumberdaya manusia, peningkatan strategi dan fungsi organisasi serta strategi peningkatan partisipasi dari masyarakat.
