Provinsi Jawa Barat dikenal sebagai daerah yang berperan penting dalam produksi pertanian di Indonesia. Kabupaten Cirebon adalah sebuah kabupaten di Jawa Barat yang terletak di bagian timur yang berbatasan dengan Jawa Tengah. Banyak DI atau JI yang mengalami penurunan kinerja salah satu diantaranya yang mengalami penurunan kinerja adalah DI Cikeusik. Saat ini DI Cikeusik pengelolaannya dilaksanakan oleh Balai Besar Wilayah Sungai (BBWS) Cimanuk Cisanggarung, Direktorat Jenderal Sumber Daya Air (Ditjen SDA), Kementerian Pekerjaan Umum dan Perumahan Rakyat. DI Cikeusik mendapat suplai air dari Bendung Cikeusik pada sungai Cisanggarung dengan luas DI 6899 Ha.
Tujuan penelitian ini menganalisa dan menghitung berapa persentase penurunan kinerja Sub DI Maneunteung Barat dan Sub DI Maneunteung Timur pada DI Cikuesik dengan menggunakan Peraturan Menteri Pekerjaan Umum Nomor 32/PRT/M/2007 tentang Pedoman Operasi dan Pemeliharaan Jaringan Irigasi. Beberapa aspek sistem irigasi yang diatur dalam Permen PU No. 32/PRT/M/2007 yaitu prasarana fisik, produktifitas tanam, sarana penunjang OP, Organisasi personalia OP, Dokumentasi dan Perkumpulan Petani Pemakai Air (P3A). Metode penelitian dilakukan dengan cara observasi langsung, kuisoner dan pengujian metode penelitian ini dilakukan dengan Structural Equation Modeling (SEM.)
Penilaian kinerja sistem irigasi menunjukkan prosentase angka yang berbeda. Penilaian berdasarkan survey yang dilakukan pada Sub DI Maneunteung Barat adalah 75,95% sedangkan berdasarkan data responden 71,34%. Perbedaan sebesar 4,61%, dengan demikian kinerja sistem irigasi adalah berkisar antara 71,34% s/d 75,95% atau rata-rata 73,65%. Penilaian berdasarkan survey yang dilakukan pada Sub DI Maneunteung Timur adalah 76,10% sedangkan berdasarkan data responden 72,12%. Perbedaan sebesar 3,98%, dengan demikian kinerja sistem irigasi adalah berkisar antara 72,17% s/d 76,10% atau rata-rata 74,11%. Berdasarkan prosentase tersebut kondisi Sub DI Maneunteng Barat dan Sub DI Maneunteung Timur memiliki kinerja baik
