The following is a description of the work which you have to fill to fill Jobs Short Term Adviser Harm Reduction Jakarta 2014 GRM International that opened at the beginning of this month:The HIV Cooperation Program for Indonesia (HCPI) is funded through the Australian Government Department of Foreign Affairs and Trade (DFAT). This is an AUD72million project and is DFAT's HIV prevention principle program in Indonesia. The project's purpose is to help Indonesia plan, develop and implement an effective response to HIV.HCPI is entering its final year of implementation, with program activities expected to be completed between June and October 2015. In response to this there have been reductions in Long Term Adviser positions, with the Harm Reduction (HR) adviser completing input with HCPI at the end of December 2014.Currently there are five HR National Technical Officers (NTO) who work with government and non-government partners on needle syringe programs, behavior change (both injecting and sexual behaviour), methadone maintenance therapy, and diversion, as well as contributing some technical support to the Ministry of Health's (MoH's) Strategic Use of ARV (SUFA) initiative, particularly clinical mentoring for CST.HCPI proposes hiring a Short Term Adviser to work with these NTOs with a particular focus on drawing issues and information for evaluation out of their ongoing work and providing them the necessary technical advice; and on assisting with the completion of the final sections of HR HCPI evaluation documents. OBJECTIVES OF CONSULTANCY To provide ongoing technical advice and mentoring to the NTO team in the context of supporting preparation of HCPI's learning outcomes and Activity Completion reports; andTo being critically review the HR component against international best practice and contribute discussion to HCPI's completion documentation.ACTIVITIES January-February 2015 Up to three weeks to be oriented to the HR program, including identifying emerging areas that might require technical back-up during the balance of 2015 and agreeing on an activity plan with each NGO.July 2015 Up to three weeks to review ongoing progress with each NTO, including documented program achievements and constraints and review and compile key lessons learned the u.s. part of preparation of HCPI's Final Outcomes and Activity Completion Reports.February-October 2015 Up to 20 days long-distance support, including consultations with NTOs, Deputy Team Leader (DTL) and other project staff in the us are required.OUTPUTS AND REPORTINGDue DateDeliverable28 February 2015Report on emerging areas for possible technical support31 July 2015Contributions to Final Outcomes and Activity Completion Reports31 October 2015Report on results of ongoing consultations with NTOs, DTL and others DURATION AND SUPERVISION OF THE CONSULTANCY The consultancy will be for a maximum of 50 days from 5 January 2015 to 31 October 2015; including both in Indonesia inputs and desk /home-based inputs (provided via Skype and email support to team members). The in-country time will be spent mainly in Jakarta with possible visits to selected program sites in Java, Bali and Medan.This consultancy will be supervised by the DTL.Selection Criteria for Short Term Adviser - Harm ReductionAdvanced degree (eg. PhD or Fellowship) in either public health, epidemiology, HR-related clinical practice, HR-related social science, addiction medicine At least seven years of HR program implementation and/or HR field research experience (NSP, MMT, outreach, community mobilisation, mapping, mainstreaming HR into public health services, drug and/or HIV treatment services) Peer-reviewed HR-related publications Significant experience in Indonesia desirable Proven ability to manage and provide technical mentoring to teams of mid-career HR technical staff; experience in distance mentoring desirable Ability to provide high quality HR technical advice (interventions, epidemiology, capacity building, evaluation frameworks) to government and non-government counterparts Excellent writing and communications skills, and Proven ability to work as a member of a diverse team.
