Ya, ini kembali kepada masyarakatnya. sebenarnya kita mengeluarkan kebijakan, rakyat harus bisa bekerja sama. Jika kebijakan tidak disertakan tanggung jawab dari rakyat sendiri, hasil yang didapat tidak akan kelihatan. Kebijakan apapun kalo tidak disertakan dengan tanggung jawab rakyat, pasti akan gagal.
