Pemikiran pertama untuk mendirikan suatu perguruan tinggi dicetuskan pada tahun 1957 oleh sekelompok sosiawan di lingkungan Perhimpunan Sosial Candra Naya yang pada waktu itu masih bernama Sin Ming Hui.Atas prakarsa Drs. Kwee Hwat Djien, pada tanggal 18 Juni 1959, mereka menyepakati untuk mendirikan suatu yayasan yang diberi nama Yayasan Tarumanagara yang kemudian dikukuhkan berdirinya melalui Akte Notaris E. Pondaag nomor 54 tanggal 11 September 1959.
