Seluruh Province lokasi ujicoba pelaksanaan PKH pada 2007 ditetapkan menjadi lokasi penelitian yang terdiri dari 7 Province yaitu: DKI Jakarta, West Java, East Java, Gorontalo, North Sulawesi, West Sumatera dan East Nusa Tenggara (EAST NUSA TENGGARA). Di Province West Java, East Java, East Nusa Tenggara (EAST NUSA TENGGARA), North Sulawesi dan Gorontalo ditetapkan masing-masing dua kabupaten/kota sampel yang akan mewakili daerah dengan transisi tinggi dan transisi rendah. Kemudian di setiap kabupaten/kota terpilih diambil satu kecamatan sampel yang memiliki karakteristik yang mirip. Sedangkan di DKI Jakarta dan West Sumatera hanya diambil satu kabupaten/kota sampel, karena di kedua Province tersebut implementasi program PKH tahun 2007 masing-masing hanya di satu kabupaten/kota, yaitu Kabupaten Pesisir Selatan (West Sumatera) dan Kota Administrasi Jakarta Utara (DKI Jakarta). Di kedua kabupaten/kota tersebut diambil dua kecamatan sampel yang juga mewakili wilayah transisi tinggi dan transisi rendah. Dengan kata lain, kecamatan dan desa/kelurahan dengan rumah tangga transisi tinggi akan dipilih dari kabupaten/kota dengan rumah tangga transisi tinggi pula. Demikian pula, kecamatan dan desa/kelurahan dengan rumah tangga graduasi yang tinggi akan dipilih dari kabupaten dengan rumah tangga graduasi yang tinggi pula.

The Province West Java, East Java, East Nusa Tenggara (EAST NUSA TENGGARA), North Sulawesi and Gorontalo set each of the two districts / cities samples will represent the areas with high and low transition transition.
