a. Dilakukan oleh bidan yang bermendapatkan ijin
b. Bidan harus memenuhi ciri jabatan profesional
c. Harus memegang landasan dasar praktik kebidanan yaitu ; Falsafah Kebidanan dan Paradigma Kebidanan
