1. Surat Perjalanan Lintas Batas atau Pas Lintas Batas dapat diberikan untuk warga Negara Indonesia yang berdomisili di wilayah perbatasan Negara Republik Indonesia dengan Negara lain sesuai perjanjian lintas batas;
2. Permohonan Surat Perjalanan Lintas batas atau Pas Lintas Batas diajukan kepada Menteri atau Pejabat Imigrasi yang ditunjuk dengan melampirkan :
a. Permohonan Pas Lintas Batas yang telah diisi dan disahkan oleh Kepala Kampung setempat;
b. Melampirkan bukti identitas Kartu Tanda Penduduk yang diterbitkan oleh Pejabat dan Instansi yang berwenang;
