C. Penjabaran dari Visi dan Misi itu sendiri :
Visi dan Misi dalam Rencana Pembangunan Jangka Menengah Kabupaten Salatiga Tahun 2015 merupakan Visi Misi Bupati Salatiga terpilih periode 2015.-2020 Visi dan Misi ini diharapkan mampu menjadi pedoman dan semangat membangun Kabupaten Salatiga lima tahun mendatang,visi dan misi yang dirumuskan ini adalah kerangka berpikir bersama berkaitan dengan cita-cita masa depan seluruh elemen masyarakat yang berkepentingan (stake holders) di Kabupaten Salatiga berdasarkan kondisi dan potensi yang ada melalui perumusan strategi dan sasaran pokok pembangunan yang tepat, arah kebijakan dan program-program pembangunan.
Selain Visi tersebut di atas, hal lain yang tak kalah pentingnya adalah ditentukannya Peduli Wong Cilik bagian dari pembangunan Kota Salatiga periode 2015-2020. Sebagai semangat, kepedulian terhadap wong cilik menjadi jiwa dari pencapaian visi. Hal ini berarti bahwa seluruh aktivitas dan program pembangunan di Kota Salatiga harus benar-benar membawa kemaslahatan bagi wong cilik. Dan seluruh hasil pembangunan di Kota Salatiga harus dapat dinikmati oleh wong cilik yang notabene adalah rakyat kecil yang ada di Kota Salatiga.
Istilah MARTABAT adalah istilah yang menunjuk pada harga diri kemanusiaan, yang memiliki arti kemuliaan. Sehingga, dengan visi 'Menjadikan Kota Salatiga sebagai Kota BERMARTABAT' diharapkan dapat terwujud suatu kondisi kemuliaan bagi Kota Malang dan seluruh masyarakatnya. Hal ini adalah penerjemahan langsung dari konsep Islam mengenai baldatun thoyyibatun wa robbun ghofur (negeri yang makmur yang diridhoi oleh Allah SWT).
