Dengan hormat,

Pertama sekali izinkanlah kami sebagai bahagian dari rakyat Indonesia yang tinggal di Provinsi Jawa Barat dan kemudian telah bergabung dalam kelompok ALIANSI LEMBAGA yakni Lembaga Swadaya Masyarakat Barisan Rakyat Anti Korupsi (LSM BARA API) dan Perhimpunan Wartawan dan Wartawati Reformis (PEWARIS), memohon maaf yang tak terhingga kepada Bapak atas kelancangan datangnya surat permohonan kami ini.

Tak lupa kami juga berdoa semoga Bapak Eberhard van der Laan dan jajaran Perangkat Pemerintah Kota Amsterdam senantiasa dalam lindungan Tuhan Yang Maha Esa. Amin.

Adapun maksud dan tujuan kami dalam mengirimkan surat ini adalah, dimana kami sebagai bahagian dari masyarakat Indonesia khususnya yang saat ini tinggal dan mencari nafkah di wilayah Kota Bandung, Kabupaten Bandung serta Kota dan Kabupaten lain di sekitarnya, selalu mengalami berbagai musibah yang sangat mengerikan, seperti Banjir, Longsor, panas yang terlalu terik atau dingin yang tak enak di badan, dimana seluruh permasalahan itu menurut kami sesungguhnya terjadi bukan karena bencana alam atau sejenisnya, tetapi karena para Pejabat yang diberi wewenang (amanah) oleh Pemerintah Republik Indonesia untuk menangani berbagai musibah itu akhirnya tidak mampu atau malah mungkin saja mereka sebenarnya tidak mengerti dengan apa langkah terbaik yang mesti mereka lakukan untuk menghentikan musibah – musibah tersebut, sehingga hal itu kemudian telah mengakibatkan sebahagian besar dari kami sebagai masyarakat Indonesia yang tinggal di Provinsi Jawa Barat menjadi pihak yang terkena imbas langsung dari kelemahan dan ketidakmampuan mereka tersebut, seperti para pejabat yang bertugas untuk menangani urusan air, sungai, irigasi, dan lain sebagainya di Instansi Balai Besar dan Dinas Pemerintah Provinsi, seperti : Balai Besar Wilayah Sungai Citarum, Balai Besar Wilayah Sungai Cimanuk – Cisanggarung, Balai Besar Wilayah Sungai Citanduy, Dinas Pengelolaan Sumber Daya Air, atau para pejabat yang bertugas untuk menangani urusan Tata Ruang dan Tata Wilayah seperti Dinas Permukiman dan Perumahan, dan Institusi Pemerintah berwenang yang berkepentingan lainnya.

Ironisnya, kami sebagai masyarakat biasa juga mendengar bahwa setiap tahun, dana anggaran yang disalurkan oleh Pemerintah Republik Indonesia untuk kepentingan dari Instansi berwenang sebagaimana kami maksud diatas bekerja sehari – harinya sangat fantastis dan luar biasa besarnya diluar gaji dan berbagai insentif lainnya yang menjadi kewajiban Negara terhadap mereka, akan tetapi sepertinya kesengsaraan kami sebagai rakyat kecil yang terkena imbas ini tidak pernah berkurang dan tetap harus sering berjaga – jaga setiap datang hujan atau banjir kiriman atau apapun itu namanya., bahkan banyak pula diantara kami masyarakat yang akhirnya harus mengungsi dari rumah kami masing – masing.
