Government r & d institutions routinely performs research and development but the fact of the matter is not yet much exploited by users. This is due, among others, governance (including a policy) Government r & d institutions are not yet effective and are still transfixed with the policy and the program "in-house", so integrated and partnership with external agencies or misguided users such as industry and College is not yet well developed. Hence the need for the efforts of r & d institutions and functions Setup model revitalisasinya so the SINas indicators can be achieved.Study of the Model of R & D Institutions aimed at Revitalizing devise institutional revitalization model R & D oriented towards R & D Institute's flagship SINas (Center of Exelence). Target to be achieved is the availability of institutional revitalization model policy recommendations to improve the performance of R & D institutions in order to support the national innovation system. The method digunakana is the study of literature, field survey, discussion forums, and policy analysis. Primary data obtained through direct observation, in-depth interviews to field (depth interview) against the perpetrator, from R & D R & D head, head of R & D, and the head of the technical division of R & D, as well as researchers who can represent the representation to get information. While secondary data is done with the study of literature and science and technology policy toward literature — journals that are related to the performance of institutional R & D through the medium of the internet.The stages are qualitative and quantitative analysis in accordance with the methods of descriptive analytic including by conducting analysis of the situation on various factors related to institutional R & D performance. Next do a deepening and refinements result analysis on problems and factors that affect the performance of R & D institutions through discussion (group discussion focussing/FGD) with different speaker related. For priority setting against the various alternative policy recommendations generated, performed with analisa based on AHP technique (Analytical Hierarchy Process), Balance Score Card, and Malcolm Baldrige. The respondents in this study are located in Java and Bali include representative R & D institutions especially in the environment of governmental ministries (LPK), a non governmental ministries (LPNK), as well as research and Development Agency (Balitbang) areas, such as BATAN, PPKS, Marine Research, Balitbang Hall of Bali, East Java, West Java and South Sumatra. lThe results of this study obtained model that form an r & d institution is positioned as a business unit or profit centre which respectively or together produce services/business line, which in one science and technology related process similar in one Center (Echelon level II). Model Integration Management is the basic strategy (Grand Strategy) as presented in the figure below.
