Sebagai aparatur pemerintahan yang berada di Kota Yogyakarta, tentunya harus dapat menyesuaikan diri dengan Kota Yogyakarta yang sangat kental dengan kebudayaan, pendidikan, dan keramahannya. Dalam hal ini, para pejabat di jajaran Pemerintah Kota Yogyakarta harus dapat mempertahankan kearifan lokal yang ada di Kota Yogyakarta. Selain dituntut untuk dapat menerapkan kebudayaan Yogyakarta, para pejabat di jajaran Pemerintah Kota Yogyakarta juga harus dapat memeberikan pelayanan yang baik untuk masyarakat. Pelayanan yang baik adalah hal yang sangat mutlak dilakukan aparatur pemerintahan. Citra yang baik dapat terwujud dengan adanya pelayanan yang maksimal untuk masyarakat. Pada saat ini daya kritis masyarakat Kota Yogyakarta sudah semakin tinggi. Maka dari pada itulah, para pejabat di jajaran Pemerintah Kota Yogyakarta harus mampu menerapkan Good Governance.
Media ini diterbitkan dengan maksud untuk lebih meningkatkan kinerja aparatur pemerintahan di jajaran Pemerintah Kota Yogyakarta. Media ini digunakan sebagai media komunikasi baik antara para pejabat di jajaran Pemerintahan Kota Yogyakarta atau antara masyarakat dengan Pemerintah. Hal ini dimaksudkan karena para pejabat di jajaran Pemerintah Kota Yogyakarta harus mampu memberikan pelayanan yang baik untuk masyarakat. Tugas pokok seorang aparatur pemerintahan harus mampu melayani masyarakat dengan sebaik- baiknya. Selain itu penerbitan media ini juga bermanfaat untuk memberikan wawasan kebudayaan Yogyakarta bagi masyarakat umumnya dan bagi para pejabat di jajaran Pemerintah Kota Yogyakarta khususnya.
Segmentasi dari pembaca media ini adalah para pejabat dan karyawan di jajaran Pemerintah Kota Yogyakarta khususnya dan masyarakat umumnya. Dari pemerintahan, media ini bermanfaat sebagai media komunikasi dengan seluruh karyawan di jajaran Pemerintah Kota Yogyakarta dan memberikan wawasan tentang kebudayaan Yogyakarta. Sedangkan dari masyarakat, media ini bermanfaat untuk media komunikasi dengan Pemerintah Kota Yogyakarta dan memberikan wawasan tentang kebudayaan Yogyakarta. Sehingga diharapkan dari masyarakat dapat menarik para wisatawan agar Pariwisata di Yogyakarta dapat lebih baik.
Dari hasil riset atau observasi sebelumnya, penerbitan media internal di Pemerintah Kota Yogyakarta sangat diperlukan. Hal ini terbukti dengan banyaknya responden yaitu seluruh karyawan Pemerintah Kota Yogyakarta yang mendukung diadakannya penerbitan media internal di Pemerintah Kota Yogyakarta. Hal ini tentunya sangat positif bagi kemajuan Pemerintah Kota Yogyakarta. Selain itu, nilai lebih dari penerbitan media internal ini adalah dapat memberikan citra baik Pemerintah Kota Yogyakarta di mata masyarakat. Selain itu, Pemerintah Kota Yogyakarta bisa dijadikan percontohan pemerintah yang menerapkan system modern tetapi tetap mengedepankan kearifan lokal. Tentunya hal ini sangat memberikan baik itu pengaruh maupun hal positif bagi Pemerintah Kota Yogyakarta.

III. TUJUAN

- Tujuan Umum : Tujuan dari penerbitan media internal ini adalah untuk meningkatkan citra Pemerintah Kota Yogyakarta di mata masyarakat dan meningkatkan Pariwisata yang ada di Yogyakarta.
- Tujuan Khusus : Untuk lebih meningkatkan kualitas kinerja seluruh karyawan di jajaran Pemerintah Kota Yogyakarta dan membangun komunikasi antara karyawan satu dengan karyawan yang lainnya.

Dari hasil riset/ observasi yang pernah dilakukan, banyak masukan dari karyawan yang menyebutkan bahwa Pemerintah Kota Yogyakarta memerlukan sebuah media sebagai alat komunikasi dan sebagai alat untuk menyampaikan gagasan baik dari para karyawan Pemerintah Kota Yogyakarta maupun dari masyarakat umumnya. Maka dari pada itu, kami berinisiatif untuk membuat media internal ini sebagai alat komunikasi baik antar karyawan maupun dengan masyarakat.

IV. SASARAN PEMBACA

Sasaran pembaca dari media internal ini adalah seluruh karyawan Pemerintah Kota Yogyakarta dan masyarakat. Hal ini dipilih sebagai sasaran pembaca karena memang sudah ada pertimbangan terlebih dahulu.
Untuk seluruh karyawan Pemerintah Kota Yogyakarta, media internal ini memang dibuat khusus untuk sebagai alat komunikasi. Apabila dilihat dari segi geografis, sasaran pembaca ini sangat dekat dengan proses produksi media internal. Sehingga, secara langsung seluruh karyawan Pemerintah Kota Yogyakarta dapat menyikapi dan menerima media internal ini dengan baik. Selain itu, dengan adanya media internal ini para karyawan dapat memanfaatkannya dengan maksimal demi peningkatan kinerja.
Untuk masyarakat yang menjadi sasaran pembaca adalah masyarakat yang bermukim di sekitar kantor Pemerintah Kota Yogyakarta. Masyarakat yang dijadikan sasaran pembaca adalah rentang umur 18- 60 tahun. Hal ini dipilih agar para pembaca dapat memberikan tanggapan atau respon terhadap Pemerintah Kota Yogyakarta demi kemajuan kinerja Pemerintah Kota Yogyakarta. Selain itu, dengan adanya media internal ini diharapkan masyarakat menjadi tambah wawasan dalam pariwisata dan tata pemerintahan di Kota Yogyakarta. Dari segi behavior diharapkan masyarakat dapat menjadi lebih kritis terhadap Pemerintah Kota Yogyakarta.

V. ISI MEDIA

Di dalam media internal ini akan disajikan beberapa rubrik yang dapat mewakili Pemerintah Kota Yogyakarta dan memeberikan citra yang baik terhadap masyarakat. Rubrik yang dipilih juga disesuaikan dengan kondisi atau berita yang sedang hangat di sekitar Kota Yogyakarta atau di internal Pemerintah Kota Yogyakarta sendiri. Rubrik yang akan dikeluarkan meliputi Topik Utama, Sosial, Politik, Ekonomi, Pariwisata, Warta Jogja, Event, dan Opini.
b. Rumusan Rubrikasi
1. Topik Utama
Topik Utama akan membahas berita yang sedang hangat di kalangan Pemerintah Kota Yogyakarta, pada rubrik ini ditujukan untuk peningkatan kinerja karyawan di jajaran Pemerintah Kota Yogyakarta.
2. Sosial
Pada rubrik ini akan dibahas permasalahan social yang sedang berkembang di masyarakat baik di sekitar Kota Yogyakarta atau di lingkup nasional.
3. Politik
Keadaan Politik di sekitar Kota Yogyakarta akan dibahas di rubrik politik. Hal ini bermanfaat untuk memberikan info tentang keadaan politik yang sedang berkembang.
4. Ekonomi
Kondisi perekonomian baik di sekitar Kota Yogyakarta atau di skala nasional akan dibahas di rubric ekonomi.
5. Pariwisata
Pada rubric ini akan disajikan beberapa obyek wisata yang ada di Yogyakarta dan akan dibahas. Hal ini dimaksudkan untuk menarik wisatawan untuk berkunjung ke Yogyakarta.
6. Warta Jogja
Pada rubric ini akan membahas berita yang sedang hangat di sekitar Kota Yogyakarta.
7. Event
Pada rubric event, akan ditampilkan beberapa event di Kota Yogyakarta beserta dengan dokumentasi foto- fotonya.
8. Opini
Pada rubric ini akan diberikan kesempatan kepada karyawan atau masyarakat Kota Yogyakarta terkait Pemerintah Kota Yogyakarta. Hal ini dimaksudkan untuk kemajuan Pemerintah Kota Yogyakarta dalam segi pelayanan terhadap masyarakat.
c. Teknik penyajian dalam setiap rubric tentunya berbeda- beda, tetapi secara umum untuk teknik penyajian pada media internal ini menggunakan metode wawancara dan artikel bergambar.

Dalam pembuatan Majalah sebagai media internal ini tentunya membutuhkan personil yang cukup banyak agar dalam pembuatannya dapat berjalan secara maksimal dan sesuai harapan. Tentunya dalam pembagian di setiap bagian sudah melalui pertimbangan sebelumnya. Pada media internal ini ada 16 personil yang terlibat dalam pembuatan majalah media internal Pemerintah Kota Yogyakarta.
Pembagian dalam proses pembuatan media internal ini meliputi, Pemimpin redaksi 1 orang, Redaktur pelaksana 1 orang, Redaksi Topik utama 1 orang, Redaksi Sosial 1 orang, Redaksi Politik 1 orang, Redaksi Ekonomi 1 orang, Redaksi Pariwisata 1 orang, Redaksi warta jogja 1 orang, Redaksi Event 1 orang, Redaksi Opini 1 orang, Reporter 2 orang, dan Photographer 2 orang.

VII. PENUTUP

Pemerintah Kota Yogyakarta sangat memerlukan alat komunikasi baik dengan sesama karyawan maupun dengan masyarakat. Maka daripada itu, majalah media internal ini sangat perlu untuk diterbitkan. Hal ini dimaksudkan agar dapat meingkatkan kualitas kinerja karyawan yang ada di jajaran Pemerintah Kota Yogyakarta dan memberikan citra baik Pemerintah Kota Yogyakarta terhadap masyarakat
Semoga dengan proposal ini, media internal Pemerintah Kota Yogyakarta dapat disetujui untuk penerbitannya agar dapat lebih meningkatkan citra Pemerintah Kota Yogyakarta dan meningkatkan kualitas kinerja seluruh karyawan di jajaran Pemerintah Kota Yogyakarta.
