Maksud dari pekerjaan penyusunan masterplan ke-binamargaan di wilayah perbatasan Provinsi Kaltara ini adalah untuk mewujudkan perencanaan yang komprehensip dan aplikabel dengan karakter desain yang harmonis dengan keterpaduan sistem jaringan prasarana jalan dengan kebijakan tata ruang wilayah yang merupakan acuan pengembangan wilayah dan meningkatkan keterpaduannya dengan sarana dan prasarana lainnya, yang meliputi :
a. Menentukan rencana status, fungsi dan kelas jalan.
b. Menentukan rencana pembangunan jalan baru.
c. Menentukan rencana perbaikan geometris jalan (alinyemen vertikal, horizontal dan pelebaran).
d. Menentukan rencana peningkatan kualitas dan kapasitas jalan (overlay, peninggian atau pelebaran).
e. Menentukan rencana pemeliharaan jalan (pemeliharaan rutin dan berkala).
f. Menentukan pembangunan jalan baru.
g. Menentukan sistem jaringan jalan (lama, baru, interkoneksi).
h. Menentukan prioritas program tahunan yang meliputi :
1) Rencana umum jangka panjang jaringan jalan provinsi di wilayah perbatasan Provinsi Kaltara, yang mencakup rumusan mengenai tujuan dan sasaran yang hendak dicapai dalam jangka waktu 20 tahun.
2) Rencana umum jangka menengah jaringan jalan Provinsi di wilayah perbatasan Kaltara, yang mencakup rumusan mengenai tujuan dan sasaran yang hendak dicapai dalam jangka waktu 5 tahun.
