Ada satu topik menarik dibicarakan menjelang pemilihan umum 2014 yang waktunya sudah semakin dekat. Topik ini mencuat ke permukaan beberapa waktu belakangan ini, dan ramai dibicarakan media yaitu soal netralitas. Bicara netralitas, maka kita bicara soal hati nurai, kejujuran, dan keinginan untuk mengedepankan kebenaran.

Netralitas ini juga bermakna tidak berpihak kepada siapa pun, baik itu personal maupun partai. Tampaknya akan mudah dilaksanakan, tetapi paling sulit dilaksanakan. Sebab kalau kita sudah bicara hal-hal yang menyangkut hati nurani, kejujuran, dan kebenaran, semua kembali pada pribadi masing-masing.
Menjelang pemilu 2014 ini, banyak pihak yang mengatakan, dan terkesan sebuah jaminan, bahwa mereka akan bersikap netral menghadapi pesta demokrasi ini. Mulai dari TNI, Polri, sampai kepada jaksa sudah menyatakan mereka akan bersikap netral dalam pemilu. Bukan cuma itu, bahkan tiga perwira tinggi purnawirawan TNI AD, yaitu Jend. Wiranto, Jend. Pramono Edhi Wibowo, Jend . Endriartono Sutarto, yang kini di politik praktis, justru mendorong jajaran TNI AD bersikap netral di Pemilu 2014.

Menurut Pramono Edhi, yang merisaukan netralitas TNI ini, bukan politisi berlatang belakang militer, tapi justru yang bukan dari tentara. Sejauh ini pun tidak ada arahan terhadap salah satu capres purnawirawan itu. Bahkan Kepala Staf TNI Angakatan Darat (KSAD) Jenderal TNI Budiman juga menjamin bahwa personel TNI AD, dari pimpinan tertinggi hingga personel terdepan akan netral.

Sementara pihak Polisi Republik Indonesia (Polri) juga melakukan hal yang sama yaitu menjamin netralitas dan keamanan pemilu. Netralitas ini sebenarnya sudah jauh-jauh hari sudah diingatkan oleh Kapolri, Sutarman, yaitu tidak berpihak ke parpol tertentu, termasuk melarang menyediakan fasilitas yang akan membantu partai tertentu.

Tidak ketinggalan Jaksa Agung Basrief Arief juga menekankan pada para jaksa di daerah-daerah wajib menjaga netralitas selama pelaksanaan pemilu nanti. Yang lebih mengagumkan lagi awal Februari ini, Dewan Kehormatan Penyelenggara Pemilu (DKPP) juga mengungkapkan sikap yang pada dasarnya mirip-mirip dengan netralitas. Maklumat ini pada dasarnya merupakan pernyataan sikap yang kualitasnya sama dengan netralitas. Sikap netral, jurdil, damai dan antikorupsi adalah bentuk tanggung jawab moral yang berat. Sebab kita akan dituntut, satu kata dan perbuatan. Kalau begitu, dalam tekanan politik yang makin panas menjelang hari H pemilu, apakah semua pihak itu bisa mengendalikan diri? Rasa-rasanya, akan mudah ditebak.

Tanpa menuduh atau mencari keburukan orang lain, yang pasti ada protes, dan kritik yang berujung memperkarakan proses pemilu dan hasil perhitungan suara misalnya, kemungkinan akan mewarnai pemilu ini.
Banyak bukti memperlihatkan kalau semua yang diucapkan atau dijanjikan itu hanya sekadar isapan jempol saja. Memang tidak mudah menjaga nilai-nilai seperti netral, jujur, adil, dan antikorupsi, diwujudkan 100 persen. Tetapi itu konsekuensi dari janji-janji yang sudah diungkapkan. Ingatlah harus satu kata dan perbuatan.
