1.1 Latar Belakang

Sinar-X adalah salah satu radiasi gelombang elektromagnetik buatan yang sejenis dengan gelombang radio, panas dan cahaya, tetapi memiliki panjang gelombang sangat pendek yaitu 1/10.000 panjang gelombang cahaya tampak, sehingga memiliki daya tembus tinggi terhadap material yang dilaluinya. Sinar-X dimanfaatkan dalam bidang radiologi untuk diagnosis penyakit (Rasad, 2010).

Salah satu upaya yang merupakan prioritas utama adalah meningkatkan mutu pelayanan kesehatan, karena dengan dilakukannya peningkatan mutu pelayanan kesehatan yang berkesinambungan akan meningkatkan efisiensi pelayanan kesehatan, yang pada akhirnya akan berdampak pada peningkatan kualitas hidup individu dan derajat kesehatan masyarakat. Kebijakan jaminan mutu pelayanan kesehatan akan menjadi pedoman bagi semua pihak dalam penyelenggaraan pelayanan kesehatan yang bermutu.
