Setelah berakhirnya Perang Dunia I, menghasilkan sebuah organisasi internasional yaitu United Nations yang bertugas untuk menjaga perdamaian. Kala itu United Nations tidak memiliki peran supranasional yamg seharusnya mereka miliki untuk dapat memerintah atas negara-negara anggotanya. Dengan ketidakadaan peran supranasional tersebut membuat negara besar yang menjadi anggota United Nations dapat berbuat sesuka hati dan United Nations tidak memiliki peran yang kuat untuk menghentikan, menghukun, ataupun memerintah sebagaimana negara anggota itu bertindak. Setelah banyaknya serangan-serangan yang dilancarkan oleh negara besat, United Nations tidak lagi dipercayai sebagai badan yang mampu menciptakan perdamaian.
