Investor dalam negeri maupun luar negeri tidak diperbolehkan berinvestasi di bidang usaha tersebut. Selain bidang usaha tertutup, pemerintah juga menambah jumlah bidang usaha yang dicadangkan untuk Usaha Mikro, Kecil, Menengah, dan Koperasi.
