Penelitian ini merupakan sebuah kajian untuk mendeskripsikan tata kelola penerimaan retribusi pasar. Dari data yang diperoleh, Tahun 2009 realisasi retribusi pasar melebih target, tetapi tahun 2010 sampai dengan 2013 realisasi retribusi pasar tidak pernah memenuhi target yang diharapkan oleh Dinas Kebersihan Pertamanan dan Pasar Kabupaten Rokan Hilir. Permasalahan yang terjadi adalah kurang efektif dan efisiennya pelaksanaan dan fungsi Dinas Kebersihan Pertamanan dan Pasar di Kabupaten Rokan Hilir dalam meningkatkan penerimaan retribusi pasar, sehingga target penerimaan retribusi pasar tidak sesuai dengan realisasinya. Selain itu, penambahan pasar tidak mempengaruhi target yang ingin dicapai. Tujuan penelitian adalah untuk mengetahui tata kelola retribusi pasar di kabupaten Rokan Hilir dan untuk mengetahui faktor-faktor yang menghambat tata kelola retribusi pasar di kabupaten Rokan Hilir.

Konsep teori yang digunakan adalah Manajemen yang dimulai dari perencanaan, pengorganisasian, pelaksanaan, dan pengawasan. Penelitian ini menggunakan metode penelitian kualitatif dengan pengkajian data secara deskriptif. Dalam pengumpulan data, penulis menggunakan teknik wawancara, observasi, dan dokumentasi. Dengan menggunakan key informan sebagai sumber informasi dan analisis data.

Hasil penelitian ini menghasilkan kesimpulan bahwa manajemen dalam tata kelola yang perlu dilakukan Dinas Kebersihan, Pertamanan dan Pasar untuk meningkatkan pendapatan retribusi meliputi langkah perencanaan, pengorganisasian, pelaksanaan, dan pengawasan. Sementara itu faktor – faktor penghambat yang mempengaruhi langkah Dinas Kebersihan Pertamanan dan Pasar dalam meningkatkan penerimaan retribusi pasar di Kabupaten Rokan Hilir dan segera diterapkan solusinya meliputi, faktor partisipasi masyarakat atau pedagang wajib retribusi dikarenakan kegiatan sosialisasi yang masih kurang. Faktor kualitas dan kuantitas sumber daya yang masih belum memadai untuk melakukan pungutan retribusi pasar serta anggaran pembiayaan operasional yang harus dipenuhi.
