Analysis of Development Planning Meeting with Method Scoring in improving Participatory Planning in the District of Tegal South Tegal paradigm of good governance seeks to promote the process of preparation, planning, formulation and development of policies involving all stakeholders with coordination between government agencies and community participation as agents of development through forums Musrenbang. Forum Musrenbang in the District of South Tegal Tegal is an annual event that is still considered a formality because musrenbang activity as if the only forum accommodate the proposal without any realization. Therefore, to achieve participatory planning program, fair and equitable to use the scoring method. By counting scoring, prioritization of proposals is objective as needed so that programs and budgets proposed to be realized. This study is a qualitative research with the aim to describe in detail and depth about musrenbang the scoring method, participatory planning and analyzes the factors that hinder the participatory planning in the District of South Tegal. Methods of data collection is by interview, observation and documentation. Source data using primary and secondary data sources. Informants study consisted of Head, Head of Government Bappeda, Head, Sub-district staff and community members in the District of South Tegal. Model data analysis In this research method used is interactive data analysis from Miles and Huberman which includes the step of data reduction, data presentation, and conclusion and validity of the data using Tringulasi data. From the research findings concluded that: 1. The implementation process musrenbang the scoring method in the district of South Tegal has not been implemented optimally because at this stage of the investigation, the data in the form of the problems that exist in the community has not been explored in depth and stage of preparation of the budget is not considered a part of the planning 2.Penerapan scoring method on musrenbang District of South Tegal has included traits participatory planning. 3. Factors that inhibit the participatory planning process is the stage of the investigation performed only problem RW level, the process of collecting data and checking on the ground are often overlooked, participatory planning is done by delegates / representatives and elite-dominated village / district, the understanding of stakeholders on prioritization with scoring method is still lacking. Therefore it is necessary 1) to optimize the activity of problem identification and utilization of such data in order to approach the needs of the community. 2) training activities scoring overall planning 3) socialization to provide clarity regarding the development planning process 4) The involvement of all stakeholders element 5) Assistance facilitator in each stage of the process of participatory planning in the district of South Tegal.
