The study of Hydroelectric courses in Electrical Engineering Department of Stanford University by 2014, there is a description of the competencies, namely: reviewing operating procedures and scheduling power plants: power settings, the settings of the capacitive power, voltage settings, and the settings of the frequency. From the results of interview with m. Rodhi Faiz as the lecturer of courses Hydroelectric obtained no information that facilitates about trainer competency description on setting the frequency on the inverter.Frequency inverter control model of development is adapting the model development of ADDIE. ADDIE development model consists of 5 stages, namely: (1) analysis; (2) design; (3) Development; (4) Implementation; (5) evaluation. The validation process carried out by the expert content, media experts, and doing implementation testing in a small group and large group test. Validation of the feasibility of a measure aimed at products that are developed. Validation using Likert scale question form which is then analyzed. The analysis is used to determine the eligibility of the media in accordance with the criteria set outThe resulting product is in the form of Trainers, handouts, and jobsheet. The first stage is carried out by experts of the validation material and media experts tested continued with a trainer in learning. The target sample test is a student host 2011 and 2012. The percentage of expert material validation results 87%, media expert 89,2%. And the results of validation and testing on a small group of 84,40%, and a large group of 89,2%. From the results of validation and tests can be summed up the resulting products are viable and meet the criteria as a whole shows a product can be implemented in the lesson
