Kabupaten Garut merupakan jalur lintas dari Kota Bandung sebagai ibukota provinsi Jawa Barat menuju kota – kota sekitarnya yang mempunyai peranan penting dalam pola umum perjalanan dari semua perjalanan yang terjadi di wilayah studi tersebut. Melihat situasi dan kondisi transportasi yang terjadi di Kabupaten Garut, maka perlu diadakan kajian mengenai permasalahan transportasi sehingga permasalahan tersebut dapat segera diatasi .
Cara penelitian yang dilakukan untuk membuktikan pernyataan tersebut adalah diawali dengan melakukan analisis kinerja 5 pilar keselamatan yang terdapat dalam rencana umun nasional keselamatan jalan ( RUNK ) tahun 2011-2035. Adapaun untuk pilar 1 manajemen yang berkeselamatan, pilar 2 jalan yang berkeselamatan, pilar 3 kendaraan yang berkeselamatan, pilar 4 pengguna jalan yang berkeselamatan dan pilar 5 penanganan pasca kecelakaan.dengan perhitungan mengacu pada target dalam RUNK yaitu dengan sistem lalu lintas yang berkeselamatan.
Dari hasil analisis 5 pilar keselamatan pada lokasi studi diketahui pilar 1 manajemen sudah mengakomodir sesuai target RUNK, pilar 2 jalan didapatkan jalan belum sepenuhnya berkeselamatan. Pilar 3 kendaraan sudah mengakomodir target RUNK, pilar 4 pengguna jalan masih ditemukan pengguna jalan yang tidak berkeselamatan dan pilar 5 penanganan pasca kecelakaan belum berjalan optimal. Hasil keseluruhan di dapat bahwa kabupaten Garut sudah menjalankan program yang ada dalam 5 pilar walaupun belum semua berjalan dengan baik.
