Pada Pilar 4 ini yang mengenai permasalahan pengguna jalan berkeselamatan, Menurut data yang diperoleh dari Satlantas Polresta kota Palembang, pada tahun 2015 dari 29367 kasus kecelakaan, sebanyak 10805 kasus disebabkan oleh pelanggaran rambu dan marka jalan. Dari data yang diperoleh menunjukkan bahwa, faktor yang dominan menjadi penyebab terjadinya kecelakaan yaitu faktor kurang pengetahuan akan rambu dan marka di jalan serta tata tertib berlalu lintas di jalan.
