Pemantau Pemilu meliputi :a. Lembag

Pemantau Pemilu meliputi :
a. Lembaga swadaya masyarakat pemantau Pemilu dalam negeri;
b. Pemantau Pemilu berbadan hukum dalam negeri;
c. Lembaga pemantau pemilihan dari luar negeri;
d. Lembaga pemilihan luar negeri; dan
e. Pemantau Pemilu dari perwakilan negara lain.

Selain pemantau Pemilu dari lembaga, pemantau Pemilu dapat berasal dari perseorangan dalam negeri yang tidak berkedudukan sebagai pengurus dan/atau anggota partai politik, serta perseorangan dari luar negeri.

Pemantau Pemilu wajib memenuhi syarat :
a. bersifat independen;
b. mempunyai sumber dana yang jelas, dan
c. terdaftar dan memperoleh akreditasi dari KPU, KPU Provinsi dan KPU Kabupaten/Kota sesuai dengan cakupan wilayah pemantauannya.

Pemantau Pemilu luar negeri baik lembaga mapun perseorangan selain memenuhi persyaratan sebagaimana dimaksud dalam Pasal 3, wajib memenuhi persyaratan khusus:
a. mempunyai kompetensi dan pengalaman dalam bidang pemantauan pemilu di negara lain yang dibuktikan dengan surat pernyataan dari organisasi pemantau yang bersangkutan, atau dari pemerintah negara lain tempat yang bersangkutan pernah melakukan pemantauan;
b. memperoleh visa untuk menjadi Pemantau Pemilu dari Perwakilan Republik Indonesia di Luar Negeri;
c. memenuhi tata cara melakukan pemantauan yang diatur dalam ketentuan peraturan perundang-undangan.

Election of the supervisory body of domestic law;c. election monitoring Institutions from abroad;d. Electoral Institutions abroad; ande. Monitoring the election of the representatives of other countries.In addition to monitoring the election from the election monitoring agency, can be derived from an individual in the country who do not serves as caretaker and/or members of political parties, as well as individuals from abroad.Election monitors mandatory eligible:a. are independent;b. have a clear source of funding, andc. registered and obtained accreditation from the Election Commission, the provincial and the Kabupaten/Kota in accordance with coverage of the territory of pemantauannya.Foreign Election monitors both individual other than eligible mapun as stipulated in article 3, is obligated to meet specific requirements:a. has the competence and experience in the field of election observation in other countries as evidenced by an affidavit of the organizations concerned, or of other Governments concerned place ever do monitoring;b. obtain a visa to become observers to the Election of the Representatives of the Republic of Indonesia abroad;c. meet the monitoring procedures under the provisions of the legislation.

Election observers include:
a. Non-governmental organizations in domestic election observers;
b. Election observers legal status in the country;
c. Institutions election monitors from abroad;
d. Electoral institutions abroad; and
e. Election observers from representatives of other countries. In addition to election observers from institutions, election observers can come from individuals who are not domiciled in the country as officials and / or members of political parties, as well as individuals from abroad. Election observers must fulfill the following requirements: a. are independent; b. have a clear funding source, and c. registered and accredited by the KPU, Provincial KPU and Regency / City in accordance with the coverage area of monitoring. Election observers abroad either mapun individual institutions other than the requirements referred to in Article 3, shall meet the special requirements: a. have the competence and experience in the field of election observation in other countries as evidenced by a statement from the monitoring organization concerned, or from other countries where the governments concerned ever monitoring; b. obtaining visas to be the Election of Representatives of the Republic of Indonesia on Foreign Affairs; c. meet ordinances monitoring provisions set out in the legislation.
