ICRC berupaya meyakinkan pihak berwenang dalam dialog secara tertutup dalam rangka melindungi para korban dan kelompok-kelompok yang terkena pelanggaran akibat perang, dibandingkan menekan mereka melalui pemberitaan publik. Hal ini dapat dikatakan terdapat mode of action lain antara persuasi dan pembatalan yaitu mobilisasi. Mobilisasi dalam hal ini adalah menyebarkan perhatian diantara kelompok-kelompok yang dipilih (individu, kelompok, serikat) untuk mempengaruhi pihak yang berkonflik untuk menghormati hukum humaniter. Pada prinsipnya ICRC tidak berupaya menyarankan kelompok-kelompok tersebut untuk mengambil tindakan tertentu, namun membiarkan mereka menggunakan cara berdasarkan interpretasi nya sendiri
